Thank you for your letter dated January 27, 1986, infonning us of the steps you have taken to correct the noncompliance which we brought to your attention in our letter dated December 27, 1985. With regard to your request to consider reclassifying the violation as Severity Level V, we a5ree with your point that the fact that the test procedure in question had not yet been performed would tend to indicate minor significance. However, as was pointed out on Page 6 of the inspection report, your performance of this same test, Safety Injection Flow Balance, on Unit 1, experienced considerable difficulty in this same area, pump flow curves. Since the Unit I test was used to develop the Unit 2 procedure, we would have expected extra care to have been devoted to this test for Unit 2.
Discovery by our inspectors of the incorrect pump curves in this test indicates to us that extra care was certainly not devoted to develop-ment of this test and calls in question the quality of the initial review process. Accordingly, we believe the classification of Severity Level IV to be appropriate. With regard to your corrective actions, we will examine these matters in a subsequent inspection.
