NRC Independent Measurements There was an independent verification inspection performed at the Byron Station, Unit 2, using the NRC NDE van and contractor technicians under NRC direction.

Construction activities and materials were sampled through nondestructive examinations (NDE) as a supplement to the existing inspection efforts.

The onsite inspection began on October 28, 1985, and was completed on November 7, 1985. The NRC (Region I) requested documentation packages for each of the welds selected to be prepared by the licensee.

reviewed the licensee's documentation packages in Region I prior to site inspection and updated the NRC's procedures to be consistent with the licensee's procedures. The licensee prepared packages containiag the following information for each of the welds selected:

The NDE van team performed the following examinations and inspections,

as appropriate:

Radiography - Pipe butt and socket welds, appropriate pressure boundary

components.

Ultrasonics - Flaw detection and material thickness measurements, as

appropriate, piping, welds, structural components, vessels,

heat exchangers, bolting, and other equipment.

Liquid Penetrant - Piping system components and structural elements.

Magnetic Particle - Piping system components and structural elements.

Hardness Testing - All of the previously listed components.

Delta Ferrite Indications (Severn Gage) - Stainless steel welds.

Alloy Analysis - Selected metallic components will have confirmatory

chemical analysis performed.

Visual Examination - Weld quality, cot. figuration verification of piping

and structural systems.

Quality Records Review - Welding documentation, materials and personnel

certifications, NDE records to incit.de radiographs.

The results of the above inspections are documented in NRC Inspection

Reports and Audits

The NRC inspector reviewed selected NDE personnel certifications in

accordance with SNT-TC-1A.

The certifications of Level IIs and IIIs

that were certified by EPRI for IGSCC were also reviewed.

The NRC inspector also observed the work and had discussions

with personnel during review of the following activities.

These

observations included calibrations, performance of t,he, examinations,

and review of selected documentation.

Ultrasonic examination of Weld No. PN-02, pressurizer nozzle,

performed by EBASCO and ultrasonic automatic examination of

Weld No. WR-34, reactor vessel, performed by Rockwell.

Eddy current examinations of steam generator (SG) tubes in

SG No. ZRCOLBA (SG No. 1) and SG No. ZRC01BD (SG No. 4),

performed by Conam.

Magnetic particle examinations of reactor vessel studs,

performed by EBASCO.

Audits of PSI, performed by EBASCO and surveillances, performed

by Ceco.

Data reports.

No violations or deviations were identified.

Containment (Structural Steel Welding) - Work Activities and Review

of Quality Records

The NRC inspector observed the following field welding activities

associated with steel containment structures and steel supports within

containment acd determined that the requirements of applicable

specifications, standards, work performance, and inspection procedures

Beam No. 63301 was being prepared for a side coverplate.

Observed

that the in plate Angle stiffeners were notched to receive a backup

bar for the coverplate.

Beam No. 74118 was being prepared for a side coverplate.

Observed

fit up of a backup bar to the bottom of the top flange.

Beams Nos. 15811 and 22201.

Visually examined completed beams in

place including side coverplates.

Supports No. 2SIO4009 and 2RY06012.

Observed welding and visually

examined welding on the supports that were being increased in

structural size.

Observed fit up and welding on a new

installation.

Component support process sheets, weld records, bill of materials,

drawings, weld material stores requisitions and ECN's were included as

part of this review.

The NRC inspector also toured the welding material issuing room and

observed the storage of materials, identification, segregation and

cleanliness for conformance with the requirements of applicable

specifications and procedures.

A#ditionally, the NRC inspector determined that the records of the

Exit Interview

The inspector met with site representatives (denoted in Persons Contacted

paragraph) at the conclusion of the inspection. The inspector summarized

the scope and findings of the inspection noted in this report.

The

report with regard to documents or processes reviewed by the inspector

during the inspection.

The licensee did not identify any such documents /

processes as proprietary.
