SUBJECT-NRC INSPECTION REPORT 50 445/9718; 50-446/9718 AND NOTICE OF VIOLATION
Dear Mr.. Terry:
On October 11,1997, the NRC completed an inspection at your Comanche Peak Steam
'
Electric Station, Units 1 and 2, reactor facility. The enclosed report presents the scope and results of that inspection.
During the 6 week period covered by this inspection period, activities at the Comanche Peak facility were generally characterized by safety-conscious operations, sound maintenance and engineering, and careful radiological practices. Two violations were identified during this inspection period. -The first involved two examples of surveillance procedures which were inadequate, Surveillance procedures for the catalytic hydrogen recombiners did not include directions for standardizing the sensors. Surveillance procedures for testing the control room emergency filtration / pressurization system did not implement design basis acceptance limits, As a consequence, the pressurization units l
were left above design basis calculation limits for dose to operators on two occasions, f

The second violation involved a failure to use an instrument with the required accuracy during a surveillance test.
. These violations are cited in the enclosed Notice of Violation (Notice) and the
circumstances surrounding the violations are described in detailin the enclosed report.
