Skewed welds are those joining two structural members that are other then in the san plane or are not perpendicular to each othe A typical exampic are two members joi at an angle of 45' with a weld at the joint toe of 135' and another at the heel of 45*. The Senior Resident Inspector-Construction (SRIC) has reviewed the several quality assurance procedures that might be expected to orovide inspection instructit on the measurement verification that such welds are of specified size. None of the procedeces reviewf.d contained any such instructions but it was found that instructit had been given to many of .the QC inspectors during training classes and that a written examination contained a specific question dealing with the measurement of such welds was given to the welding inspectors as a part of their certification process to be fully qualified inspectors. The SRIC interviewed one experienced QC inspector wegr%sanugHippene fo'r the purpo's es of having the inspector expiati the measurement. process .that he had been using during thp past several years on ske welds . The process the person described was $s'istent with that previously describtc by a person who had been at one time an instructor in the inspector, training courses, h SRIC has found that the training on skewed weld inspection is not specif documented in the train course outline, but as previously noted, is the subject one question in the written examination covering the course materi The SRIC would further note that during the many inspections of structural weldments conducted by bot' f I the SRIC and other NRC inspectors, thers has been no indication of undersized ske ec ' fillet welds. The allegation that the QC procedures do not address inspectier, of sacret welds is therefore substantiated but it has not been establishec that there tre er., . safety-related consequences of the lack of procedural addressment since apparently . .
