After reviewing the files of Civil Action 87-2051, the
NRC has determined to release Document il withheld on
Appendix D of the NRC's response to FOIA-84-210~, dated
December 27, 1984 and one of the documents at issue in Count
5 of this litigation.
This document is a draft of
Inspection Report 50-445/82-14.
The final version of

Inspection Report 82-14 is, of course, publicly available.
After further review, the NRC has decided that this document
is essentially the same as the final version and that .ts
release will not reveal the nature of the deliberative
process used by the NRC to arrive at the final version of
.
this report.
The NRC has also decided to release the typing cover
sheets or transmittal pages of several documents withhheld
in response to POIA-86-181 which is at issue in Count 3 of
this litigation.
The NRC withheld those documents because
while they were not exempt from release, they would not have
contributed to your understanding of the documents or
portions of documents withheld.
The NRC has decided to
release those pages.
The NRC's Division of Rules and Records will pisce a
copy of the released documents in the appropriate folders in
