Westerinan, Chief Reactor Project Section A Inspection Summary , Inspection Conducted During the Period of April 1-30, 1982 (NRC Report 50-445/82-07) Arcas Inspected: Routine, announced inspection by the Senior Resident Reactor Inspector (Operations), including: (1) Action on Previous Inspection Findings; (2) Equipment Turnover; (3) Joint Test Group Activities; (4) Plant Tours. The inspection involved 98 inspector-hours by one NRC Inspector.
Resul ts: Within the areas inspected, no violations or deviations were identified.

Applicant Action on Previous Inspection Findings (Closed) Unresolved Item (8202-01) This finding involved discrepancies and/or weaknesses in the applicant's Startup Testing Quality Assurance Plan. The areas of the plan that were identified were: a.
Controls over conduct of preoperational testing and related activities.
b.
Requirements for inspection frequencies, procedures, and checklists had been established.
c.
A system of audits had been defined. The NRC Inspector was infonned, at the time these findings were identified, that the program was being revised.
The new program has been issued and reviewed by the NRC Inspector. The program, as revised, addresses the areas of concern. This matter is considered closed.
3.
Equipment Turnover From Construction to Applicant The NRC Inspector reviewed System / Subsystem Turnover package 02AI.1 (SST 02AI.1) to verify that the following provisions of. the applicant's turnover procedure (CP-SAP-3,R9,12/4/81) were met: System / Subsystem boundaries had been defined.

, In addition, the release of operational control from the applicant's , ' startup group to the operations group was also reviewed.
No violations or deviations were identified.

Joint Test Group (JTG) , The JTG is the startup phase equivalent of the Station Operations Review Committee (SORC).
Its primary functions are: a.
Review and approval of all preoperational test procedures, procedure revisions, and test results, , b.
Review and evaluation of the CPSES Startup Testing schedules.
c.
Assure allocation of project resources in support of startup program activities.
The membership of the JTG is: , a.
TUGC0 - Manager, Nuclear Operations b.
TUGC0 - Lead Startup Engineer (EDS) c.
TUGC0 - Manager, Plant Operations ' d.
TUSI - Engineering and Construction Manager e.
Westinghouse - Site Manager Startup Administrative Procedure (CP-SAP-2, R3, 4/6/82) describes the membership, responsibilities, duties and the conduct of the JTG meetings.
l The NRC Inspector attended the JTG meeting of April 30,1982, to observe the proceedings and verify that it was conducted in accordance with CP-SAP-2.
No violations or deviations were identified.

Plant Tours At various times during this reporting period the NRC Inspector toured the plant to assess: a.

Protection of installed safety-related equipment c.
Flushing and maintenance activities in progress No violations or deviations were identified.
6.
Exit Interview The NRC Inspector held an exit interview on April 30, 1982, with applicant representatives (denoted in paragraph 1 by *) to review the scope and findings of the insocctio.
