SEABROOK STATION - NRC SECURITY INSPECTION REPORT 05000443/2018411 AND INDEPENDENT SPENT FUEL STORAGE SECURITY INSPECTION REPORT 07200063/2018401
Dear Mr. Nazar:
On April 25, 2018, the U.S. Nuclear Regulatory Commission (NRC) completed a security inspection at your Seabrook Station and discussed the results of the inspection with Mr. Christopher Domingos, Station Director, and other members of your staff. The results are documented in the enclosed report.
The NRCs inspectors documented two findings of very low security significance (Green) in this report. Both of these findings involved violations of NRC requirements. The NRC is treating these violations as non-cited violations (NCV) consistent with Section 2.3.2.a of the Enforcement Policy.
If you contest these violations or the significance of the NCVs, you should provide a response within 30 days of the date of this inspection report, with the basis for your denial, to the U.S. Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, DC 20555-0001; with copies to the Regional Administrator, Region I; the Director, Office of Enforcement; the Director, Office of Nuclear Security and Incident Response; and the NRC resident inspector at the Seabrook Station.
Two cross-cutting aspects were assigned to the findings in the areas of Human Performance.
Specifically, Seabrook failed to ensure individuals follow processes, procedures, and work instructions [H.8], and Seabrook failed to ensure leaders use a systematic process for evaluating and implementing change so that nuclear safety remains the overriding priority [H.3].
