The inspection involved 15 inspector-hours on site by one NRC inspector.

Results: No items of noncompliance or deviations were disclosed.

Licensee Actions on Previous Inspection Findings (C1ried) Unresolved Iten 424/78-04-01 and 425/78-04-01, Procedures for Part 21 Implementation: Procedures GD-A-06 and QA-04-04 have been revised and approved by GPC management to include Part 21 pesting requirements and site QA examination for P2rt 21 applicability.

Statur. of Inspection and Enforcement Bulletins IEP 78-05 Malfunctioning of Circuit Breaker Auxiliary Contact Mechanism - General Electric Model CE105X GPC committed by a letter dated June 7, 1978, that no GE Type CR105X auniliary contact mechanism will be used at Plant Vogtle. RII has no further questions regarding this matter at this time.

IEB 78_-06 Defective Cutler-Hammer Type M Relays With DC Coils GPC committed by a letter dated July 24, 1978, that no Cutler-Hammer D23MRD Type M relays with D-C coil produced between 1971 and July 1976 will be used at Plant Vogtle. RII has no further questions regarding this c 2tter at this time.

IEB 78-10 Bergen Patterson Hydraulic Shock Suppressor Accumulator Spring Coils GPC committed by a letter dated August 11, 1978, that no Bergen-Patterson Hydraulic Shock Suppressors will be used at Plant Vcgtle.

RII has no further questions regarding this matter at this time.

Review of Nonconformance Reports, Units 1 and 2 The inspection examined the nonconformance reports prepared since mid May 1978.

Since that time approximately 60 QA and non QA nonconformances in civil, 40 in mechanical and 25 in electrical have been written. The QA logbook shows that 11 civil nonconformances, 36 mechanical and all 25 electrical nonconformances are still open. Most of the nonccaformances report on incomplete documentation or shipping damage.

No items of noncompliance or deviations were identified.

Environmental Qualification of Safety-Related Electrical Equipment at Nuclear Power Plans, IE Ciccular 78-08 Units 1 and 2 The subject IE Circular written to bring the licensee's attention to deficiencies identified by other licensees and to highlight lessons

~ .. . . RII Rpt. Nos. 50-424/78-o and 50-425/78-6 I-3 learned was reviewed with GPC representatives. The file indicated that GPC normally forwards these IE Circulars to Bechtel for a review and reply. However, Vogtle's Architect-Engineer, Bechtel was not asked by _ - - GPC to evaluate and reply to IE Circular 78-08.

Vogtle management agreed to take steps immediately to correct the condition. This item is considered unresolved and is identified as 424/425/78-08-01, IE Circular 78-08 Evaluation.

8.

Training The inspection reviewed the implementation of training program as established by the Quality Assurance Manual ior the Georgia Fower site QA personnel. The Quality Assurance Site Supervisor has been directed to act as the site training administrator. His function is to assure that training is accomplished for all GPC QA site personnel keeping conplete records of training. The inspector examined the records of the Senior Quality Assurance Field Representative and the Quality Assurance Field Representative.

No items of noncompliance or deviations were identified.

9.

Exit Interview A management interview was held on site with those indicated in paragraph one at the conclusion of the inspection. The licensee was apprised of the scope and findings of the inspection which included: warehousing, concrete batch tickets, QC procedures, observations of work in process, and 10 CFR Part 21 considerations.
