The inspection involved 26 inspector-hours on site by two hPC inspectors.
Results: No items of noncompliance or deviations were disclosed.

Licensee Actions on Previous Inspection Findings a.
(Closed) Unresolved Item 424/425/78-01-01 Connection of Rejected Fill Compaction - During an earlier IE inspection it had been noted that compaction correction requirements were delineated in a Bechtel letter of November, 1977. However, Georgia Power Co. had not included them in their Procedure CD-T-01.

(Closed) Unresolved Item 424/425/78-08-01 Environmental Qualifi-cation Safety-Related Electrical Equipment at Nuclear Power Plants IE Circular 78-08, Units 1 and 2 - The subject IE Circular written to bring the licensee's attention to deficiencies l
identified by other licensees and to highlight lessons learned, was discussed with GPC representatives.
The GPC file indicates that the Vogtle A-E, Bechtel, has been directed to evaluate and reply to the subject IE Circular 78-08.
This unresolved

item is closed on the basis that an appropriate corrective action has been committed to by the licensee.
The NRC inspector will review this matter with the licensee again at the time the licensee approves the Bechtel evaluations and recommendations.

Unresolved Items There were no new unresolved items identified during this inspection.
4.
Independent Inspection Effort, Units 1 and 2 The inspector examined various areas of the plant to obse rve construction work and related activities in progress. Areas examined included the Unit I reactor cavity base mat, the auxiliary building construction, the concrete and soil testing laboratory, warehousing facilities, paint and thinner storage and the river dock unloading area.
No items of noncompliance or deviations were identified.
5.
Change in Project Inspector for Vogtle Plant, Units 1 and 2 This inspection trip was used to turnover the responsibilities for the p roj ect inspector duties from John K. Rausch to Milton D. Hunt.
Mr. Hunt was introduced to GPC, PPP and WCC personnel. In addition a complete tour of all site f acilities was made to both acquaint Mr. Hunt with the various areas and to inspect the f acilities.
No items of noncompliance or deviations were identified.

Training The inspectors ex. mined the training facilities, the instructors qualifications and the provisions for implementation of the training program as established by the Quality Assurance Manual for the Georgia Power Company's site contractor QC inspection personnel. The Training Coordinator is on si6e with of fices and training f acilities located in buildings apart from other construction activities. The inspectors identified no items of noncompliance or deviations.
7.
Examination of Placed Base Mat for Reactor Vessel, Unit 1 The base mat for the reactor vessel had been placed 6 days prior to this IE inspection.
The inspectors noted the curing covers had been removed but were being reinstalled.
The licensee advised that the covers had been removed to permit filling of minor imperfections.
liowever, the labor to do the work was not available. Therefore, the concrete had to be recovered in order to comply with requirement to keep the concrete moist for 7 days.
The removed covering from the concrete af forded the inspectors access to it.spect mu'.h of the concrete surfaces.
No items of nonconformance or deviations were identified.
8.
Exit Inte rview A canagement inte rview was held on site with those identified in paragraph one at the conclusion of the inspection. The licensee was apprised of the scope and findings of t.be inspection which included:
warehousing, concrete curing methods, QC procedures, observations of work in progress, and examination of the base mat concrete pour in Unit 1 containment.
