Inspection involved 30 inspector-hours on-site by two NRC inspectors.

Licensee Action on Previous Inspection Findings No previous environmental inspection findings were disclosed.

Unresolved Items No unresolved items were disclosed during this inspection.

Environmental Protection Control Program Section 3.E(2) of Construction Permits CPPR-108 and CPPR-109 required the licensee to establish a control program to. provide for periodic review of all construction activities, assuring that such activities conformed to the environmental conditions defined in the permits.
Inspection disclosed that a control program had been established and implemented as required. To assure implementation of Construction Permit conditions, a Site Environmental Review Committee (SERC) was ,

Construction Effects Monitoring Section 3.E(1) of the Construction Permits requires the licensee to take necessary mitigating actions, including those summarized in Section 4.5 of the Final Environmental Statement (FES), to avoid unne 'ssary adverse environmental inpacts from construction activities.
In item 10 of Section 4.5 of the FE:, the licensee is committed to control siltation of Daniels Branch, Telfair Pond, Beaverdam Creek and the Savannah River.
A monitoring program was established to assess construction related siltation effects within the cited water bodies.
Inspection of monitoring data and logs for the period January 1, 1978 through December 18, 1978, disclosed no apparent adverse impacts.

On-Site Meteorological Measurements Inspection included a detailed review of the status of the preopera-tional on-site meteorological measurements program, and assessment of its compliance with Regulatory Guides 1.21, 1.23 and Section 2.2.3 of the PSAR.
Inspection involved review of procedures, instrument calibration and maintenance logs, and weekly instrument surveillance records for the period January 1, 1978 through December 18, 1978. There were no questions regarding this item.
7.
Erosion Control Assessment of erosion control requirements defined in Section 3.E of the Construction Permits involved a detailed inspection of the construction site.
Major emphasis was placed upon the following items: (1) management of spoil storage and borrow areas; (2) opera-tion and maintenance of the sediment retention basins; (3) management of site drainage systems.
Inspection disclosed that erosion control measures implemented were consistent with Constructin, Permit requirements.

Waste Management Site inspection included review and assessment of construction waste storage and management. The following items were inspected: (1) landfill; (2) sanitary waste treatment plant; (3) batch plant, and associated waste collection pond; (4) storage area for merchant-able construction waste; and (5) spoil storage areas.
Inspection disclosed that vaste management practices were consistent with Construction Permit requirements and accepted industry practic ' . . .

Transmission Line Construction Inspection was confined to discussion of the status of transmission line planning and construction. During inspection, construction activities were limited to VNP-Wadley line. There were no questions regarding this item.
10.
Exit Interview At the conclusion of the construction site inspection on December 20, 1978, the inspector met with licensee representatives (denoted in paragraph 1).
The inspector summarized the scope of the inspection and discussed those items listed in paragraphs 2 through 8.
On December 21, 1978, the inspector discussed the status of transmission line planning and construction with licensee representatives. }}
