Scope:
Follow up inspection of surveillance procedure readiness to support plant operations.
The onsite inspection effort was performed by an NRC contractor. This inspection addressed procedural readiness for near-term activities such as fuel load and plant heatup, and readiness to support later activities such as entry into subsequent operating modes.
Findings:
Overall status of procedure preparation for near-term activities was found acceptable (Report Section 3.2).
A large number of procedure revisions to support entry into subsequent operating modes was noted as being needed (Report Sections 3.1 and 3.2).
Technical Specifications, the Facility Safety Analysis Re-port, and the Surveillance Procedures were found to be compatible (Report Section 3.0).
Licensee programs and plans were found generally effective in correcting
