  • Present at Exit Intervie The inspector also interviewed other licensee personnel and members of the contract guard organizatio . 30703 - Exit Interview The inspector met with the licensee representatives (listed in paragraph 1) at the conclusion of the review on February 15, 1985. At that time, the purpose and scope of the review and the progress of security related matters were discussed. At no time during this review was written material provided to the licensee by the inspector. A subsequent tele-phone conversation between the inspector and the Security Supervisor was held on March 7, 1985. The purpose was to explain the administrative use of Inspector Follow-up Items and to inform the licensee that a listing of all Security Program related IE Circulars, Bulletins and Information Notices would be transmitted with the repor . 92706 - Independent Inspection The inspector conducted a review of the proposed Security Plan and the proposed Low Enriched SNM Protection Plan for Millstone Unit 3, both of which have been previously submitted by the licensee to NRC for approva Inspector findings concerning review of these proposed plans are consi-dered to be safeguards and commercial or financial information and are included in Attachment I to this report. These findings were discussed with licensee management representatives at the exit meeting and will be provided to NRC's Office of Nuclear Material Safety and Safeguards, Division of Safeguards, for inclusion in the NRC's licensing review process. The licensee's current plan is to include the physical protection program for Unit 1, 2, ar1 3 in one common Site Security Plan. Standardization of security procedures for all three units is also an objective. Work is currently underway to achieve that objective. (Inspector Follow-up Item 50-423/85-09-03)

3 Security Organization (Management)

.The licensee is currently evaluating security management. staffing needs for_ Unit 3 and the site. Authority and funding have been provided to accomplish.the necessary. buildup in supervisory-strength including the

" required training and qualification-programs. The licensee is also evaluating the. current structure of the security organization to accom-modate the Unit 3 workload increase. Proprietary supervision currently

, oversees contract security force operations and insures the' adequacy of training. The security contractor is in the process of selecting super-visory' candidates to meet the expanding needs for Unit (Inspector Follow-up Item 50-423/85-09-04)

10. 81042 - Testing and Maintenance The licensee stated that administrative and security procedures will be modified as necessary, to ensure sufficient onsite maintenance support for the expanded security systems. (Inspector Follow-up Item 50-473/85-09-09)

11. 81046 - Locks, Keys, and Combinations The licensee plans on using keys, combinations and locking hardware meeting the criteria of USNRC Regulatory Guide 5.12. Safety safeguards planning includes a master system override capability. Security system hardware will be made operational as equipment and systems are accepte (Inspector Follow-up Item 50-423/85-09-10)

12. 81052 - Physical Barriers (Protected Area)

The current Unit 1 and 2 protected area perimeter is being increased by approximately one mile to include Unit 3. This project appears on sche-dule. The licensee is planning to conduct a water drain and tunnel survey of the site to determine if there are any openings which would afford unimpeded entry from exterior controlled areas into the protected area or from the protected area into vital areas. 13. 81054 - Physical Barriers (Vital Areas)

The licensee's plan commits to the vital area barrier requirements of 10 CFR 73.2. The licensee will analyze vital areas and openings to insure-that there are no_ design features that would afford unimpeded or undetec-ted access to vital equipment. The licensee is in communication with NMSS, Division of Safeguards on the resolution of one vital area issue which has been identified by NMS (Inspector Follow-up Item 50-423/85-09-12)

14. 81058 - Security System Power Supply '

The licensee commits to using the existent uninterruptible power supply system to accommodate Unit 3 needs. The licensee is planning to conduct a full-load test of all security systems / equipment during pre operational phase testing. (Inspector Follow up Item 50-423/85-09-13)
