Results: The licensee was in compliance with NRC requirements in the areas examined.

MC 30703 - Exit Interview The inspectors met with licensee's representatives listed in Paragraph 1 at the conclusion of the inspection on December 19, 1985, to review the purpose and scope of the inspection and to present the inspection findings.

Written material was not provided to the licensee by the inspectors during the inspection.

MC 81052 and MC 81054 - Physical Barriers (Protected and Vital Areas)

The inspectors determined through direct observations that the physical barriers surrounding the protected and the vital areas were maintained in accordance with the NRC-approved physical security plan.

MC 81064 - Compensatory Measures The inspectors ascertained by a review of records and discussions with security force personnel that compensatory measures taken, when required, conformed with the NRC-approved physical security and safeguards contin-gency plans and the licensee's implementing procedures. The measures were promptly implemented and appropriate for their intended functions.

MC 81066 - Assessment Aids B'y visual observations, the inspectors determined that the assessment aids conformed to the NRC-approved physical security plan and were adequate and appropriate for their intended function.

MC 81070, MC 81072, and MC 81074 - Access Control (Personnel / Packages /

Vehicles)

The inspectors observed that the licensee controlled access of personnel, packages, and vehicles into the protected area in accordance with the NRC-approved physical security plan and the implementing procedure e

MC 81078 and MC 81080 - Detection Aids (Protected / Vital Areas)

The licensee's intrusion detection systems were observed by the inspectors to detect inspector requested penetration tests of the protected and vital areas in accordance with the NRC-approved physical security plan.

8.

MC 81084 - Alarm Stations The inspectors observed that the central alarm stations and the secondary alarm stations conformed to the NRC-approved physical security plan and were adequate and appropriate for their intended functions.

9.

MC 81088 - Communications The inspectors determined by a review of records and by observing commun-ications tests that the internal and external communication links were in accordance with the NRC-approved physical security plan and the implementing procedures.

10. MC 81501 - Personnel Training and' Qualification - General Requirements The licensee's training and qualification (T&Q) program was found by the inspectors to be as outlined in the NRC-approved T&Q plan.

The inspectors observed that the licensee was in the process of revising the Suitability, Training and Qualification Plan as committed to during NRC Inspection No.

50-423/85-64.

The revision is intended to provide a more formalized training and qualification course for alarm station operators. The licensee indicatec that the revision will be submitted to the NRC, in accordance with the provision of 10 CFR 50.54(p), by January 31, 1986.

The inspectors found personnel performance standards in conformance with NRC requirements.
