Subject: Inspection No. 50-423/85-09
This refers to the Initial Preoperational Security Program Review conducted
by Mr. William Madden of this office on_ February 11-15, 1985 at Millstone
Unit 3, Waterford, Connecticut, of activities authorized by NRC Construction
Permit No. CPPR-113 and to_the discussions of our findings held by Mr.' Madden
with Mr. E. Mroczka and other members of your staff at the conclusion of the
inspection. This also refers to'a subsequent telephone discussion between
Mr. Madden and Mrs. P. Weekley on March 7,1985.
The review was conducted to assess progress on the development of the Unit 3

. Physical Protection Program. Areas examined during this review are described
in the NRC Region I Inspection Report which is enclosed with this letter.
Within.these areas, the review consisted of selective examination of proposed
. plan and procedural commitments for meeting .the requirements of 10 CFR 73.55
and 10 CFR 73.67.
It also included discussions with key members of the site
security organization and project engineering staff responsible for the pro-
curement and installation of security systems, equipment and facilities. The
inspector also observed licensee acceptance procedures for the turnover of some

security equipment from the contractor. Attachment I-to the enclosed inspec-
tion report contains inspector findings regarding the proposed site security
and low enriched fuel protection plans.
Attachment 2 to the enclosed report contains a listing of IE Circulars,
Bulletins and Information Notices issued since 1977 concerning security
matters. These matters should be considered by your staff in developing the
Millstone Unit 3 Physical Protection Program and will be reviewed with your
staff during future visits to the facility by NRC personnel.
Attachment I to the enclosed report contains details of your security
program that have been determined to be exempt from public disclosure in accord-
. ance with either 10 CFR 73.21 (Safeguards Information) or 10 CFR 9.5(a)(4)
(Commercial or Financial Information). Therefore, Attachment I will not be
-placed in the NRC Public Document Room and will receive limited distribution.
This letter and the remainder of the report will be placed in the Public
Document Room, in accordance with 10 CFR 2.790(a).
