SUMMARY
L Scope:^
The resident inspectors conducted a routine inspection in the area:

l operational safety verification, maintenance observation, surveillance observation ' licensed operator training, action on previous inspection

- findings, meeting with local officials, and reportable occurrences.
The i
L inspectors conducted backshift inspections'on September 4, 12, and 15, 1989.
l-E Results:
Within the areas inspected one violation with three examples was identified:
Failure to follow procedures which resulted in the closure of the instrument
air cross-tie valve, a half scram on reactor protection rystem division II, and the. inadvertent isolation of the reactor water cleanup system, paragraph 3.
This violation appears to be due to a lack of attention to detail by the operations and I&C departments.
