Partial Mid-Term Construction Permit QA Inspection - Design Control (Units 1 and 2) The inspector reviewed the on-site program for control of site originated design changes.
Bechtel procedures PEPM Procedure No. 2, " Design Execution" and PEPM Procedure No. 4.2.15. "Nonconformance Reports", and Field Procedures WP/P-4, Revision 3, 1/12/78, " Field Control of Project Design Documents", WP/P-4-1, Revision 0, 1/18/78, " Drawing Processing by Document Control", WP/P-5, Revision 2, 2/22/78, " Change Request / Notice", establish the control system for the control , l of design changes originating in the field.
The inspector reviewed the procedures; held discussions with responsible MP&L and Bechtel engineers, document control personnel and field engineers; selected field change requests from the piping, mechanical and electrical disciplines to test the system. Field change requests i selected were: FCR-M-339, FCR-M-125, PCR-P-209, FCR-P-137, FCR-E-230, FCR-E-226, FCR-E-245 and FCR-E-235.
For those areas tested the inspector found that the personnel were knowledgeable of the system, logs were maintained, master sepias were marked appropriately, and the easter and field stick files were in . order.
Additionally, t;.e inspector examined the MP&L Audit No. 13, 12/6-8/77.
The MP6L report identified several discrepancies in the subject area.
Followup action by Bechtel's QC group and MP&L's site QA Unit and the tightening of Document Control's activities appear to have corrected the problem areas.
No items of noncompliance or deviations were identified.
