Independent Inspection Effort The inspector examined various areas of Units 1 and 2 to observe con-strution work and related activities in progress, to inspect the general state of cleanliness and housekeeping, and to examine the inplace storage conditions of mechanical and electrical equipment.

Licensee Identified Items a.
(0 pen) Item 416/417/78-18-01, Factory Weld Separation on Strut Type Hanger Material, 50.55(>).
The licensee identified the subject item as a potentially reportable item on June 23, 1978, and followed up with an interim report on July 21, 1978.
Testing has been performed under the control of a Bechtel project engineering represen-tative. The results of these tests are presently being analyzed by Bechtel Power Corporation and are expected to be available in February 1979.
b.
(Open) Item 416/417/78-04-01, Containment Design 50.55(e). Bechtel Report MCAR-GGNS 15 has not been closed out. MP&L has not yet replied to the Bechtel reconsnendation that the subject problem be considered not reportable under terms of 10 CFR 50.55(e). Bechtel has determined that no deficiencies in the design on construction of the containment structure are known to exist.
c.
(Open) 416/417/78-01-02, Tornado Loading, Turbine Building Roof, 50.55(e).
The licensee has replied to the NRC with a final respond dated August 28, 1978, concerning the subject item. The licensee stated that the detailed analysis of tornado effects on all portions of the unit I turbine building disclosed that although the roof would stand siesmic loads it would not withstand tornado wind loads.
The MP&L detailed analysis of tornado effects on all portions of the unit I turbine building disclosed that only the roof bracing needed to be strengthened. Work on unit I has been completed.
Drawings for construction of the unit 2 turbine building are essentially complete. However, refinement will be necessary to permit interf ace with unit I drawings. MP&L has committed that these unit 2 drawings will be "on hold" to be revised and reissued for construction consistent with the unit 2 turbine building engineering schedule.
This item remains open pending satisfactory completion of the corrective action for unit.

IEB Status a.
(Closea) IEB-78-03, Potential Explosive Gas Mixture Accumulators Associated with BWR Offgas System Operations, Units 1 and 2.
The subject bulletin advised that it was forwarded for information and that no response is required.
IE II has no further questions regarding this matter.
b.
(Closed) IEB-78-04, " Stem Mounted Limit Switches (SMLS) Inside Containment", Units 1 and 2.
The basis for MPL's rel,1y of May 11, 1978 to the subject IEB was examined by the inspector. The inspector examined Bechtel's formal report of April 14, 1978 to MP&L in which they verified that the Grand Gulf motor operated valves are not af fected by IEB-78-04 since the Limitorque motors and limit switches are totally enclosed in the actuaton (not stem mounted) and are environmentally and seismically qualified.
The Bechtel report to MP&L further advised that the only valves located in the containment utilizing the type switches in question are certain air actuated check valves. However, these valves are only used during shutdown periods and have no safety-related function (used for testing only).
The inspector considers this item closed.
c.
(Closed) IEB-77-05 and IEB-77-05A, Connectors in Safety-Related Systems.
MP&L replied to the subject bulletin by letter dated July 20, 1978, stating that their final survey concludes that connectors in safety systems which are required to function to mitigate an accident are not utilized in a capacity where the accident itself could adversely affect the ability of the system to perform its safety function.
The inspector has no further questions regarding this matter.

(0 pen) IFI 416/78-13-01, Bypass of Weld Inspection Points Bechtel has prepared a draf t of a final report and has submitted it to MP&L for review and acceptance. The draft report identifies that no safety-related equipment has been involved.
Specifically, the Welding Quality Control Engineer admitted signing the inspection documentation for eight "non-Q" welds without performing the required inspection. He denied signing the inspection documentation for "Q-welds" as alledged by other persons on four welds. Reinspection of the four questioned "Q-welds" indicated that they all met all of the specification requirements. This ites will be evaluated upon MPL's acceptance of the Bechtel report.

(Closed) IFI 416/417/78-10-01, Piping Support Fillet Welds Not Meeting Code Requirements Piping Supports with completed fillet welds in compliance with design drawings but not in compliance with the ASMI Code have been evaluated by the licensee and determined acceptable. Another division of Bechtel has had their subcontractor, ITT-Grinnell, perform, tests to demonstrate factors of safety on welds with fillets smaller than minimum code requirements.
Bechtel reviewed the Grinnell test report and concluded that the subject pipe hanger fillet weld design is sa tis f a cto ry.
MCAR-GGNS-44 has been completed and approved to show that the recommen-dation to leave the fillet welds "as is" is approved. This item is closed.
9.
(0 pen) IFI Item 416/417/78-07-01, Wind Damage Report IE Report Nos. 50-416/78-7 and 50-417/78-7 identified that the licensee agreed to submit a report of the storm damages (inflicted by April 17, 1978 tornado), together with necessary corrective actions. The inspector discussed this item with the licensee and determined that a report has been prepared and is ready for final release to the NRC. This item remains open.
10.
Management Inte rviews The inspector met with the licensee representatives (denoted in paragraph 1)
at the conclusion of the inspection on November 17, 1978. The inspector summarized the scope and findings of the inspection.
