Results:

MC 30703 Exit Interview The inspector met with licensee representatives listed in Paragraph 1 at the conclusion of the inspection on September 15, 1986.

The purpose and scope of the inspection were reviewed and the findings were presented.

No written material was provided to the licensee during the inspection.

MC 92706 Inde endent Ins ection Effort The inspector conducted a review of an allegation received by NRC Region I on August 1, 1986, concerning implementation of the licensee's psycholo-gical evaluation program.

A review of the program and its conformance with the.NRC approved security program plans and NRC NUREG/CR 2075,

"Standards for Psychological Assessment of Nuclear Facility Personnel" was conducted on August 13, 1986 and is documented in NRC Combined Inspection Report Numbers 50-387/86-15 and 50-388/86-15.

During this inspection, the inspector reviewed personnel records to deter-mine whether the program was being implemented as required.

The inspector found that the Minnesota Multiphasic Personality Inventory (MMPI), the Mac-.

Andrew Substance Abuse Scale (MAC), and the Nuclear Security Scale (NSS)

are used for licensee employees, prospective employees, and contractors who require a security clearance.

The inspector found, through a review of 37 randomly selected personnel records from the period 1979 to present, that the licensee has consistently used the Group Form and Form R of the MMPI as the primary psychological evaluation method for prospective employees, employees, contractors and for the proprietary security force.

In addition, as a supplement to the MMPI, the licensee has utilized the MAC which is based on the MMPI and uses questions from the MMPI.

Since December 21, 1983, a second supple-mentary psychological scale, NSS, has also been utilized.

The basis for the NSS is also the MMPI and it 'is also composed of MMPI questions.

The NSS uses a population of licensee employees,

-who had been evaluated by certified licensee contract psychologists in the past for its "norming".

Since December 1983, the licensee's contract psychologists have used the NSS.

Its acceptability for use is based on a generally favorable evalua-tion by another independent, qualified psychologist.

The inspector deter-mined that clinical interviews were administered by certified psycholo-gists for individuals who failed to score within the accepted range on any scale of the MMPI or the supplementary scales (i.e.,

MAC and NSS).

Addi-tional projective tests are used to aid in the evaluation during the clinical intervie Based on the foregoing, the inspector determined that the licensee's pro-gram, as established since 1979, is being implemented in accordance with the licensee's commitments in the NRC-approved security program plans and licensee procedures.

The inspector found that the allegation could not be substantiated.
