Results:

The licensee was in compliance with NRC requirements in the areas examined.

The licensee's program for responding to security threats and other contingencies was evaluated and no discrepancies were noted.

T ~ Todd, Compliance Engineer The inspector also interviewed other licensee personnel and members of the contract and proprietary guard force.

2.

MC 30703 Exit Interview The inspector met with licensee representatives listed in Paragraph 1 at the conclusion of the inspection on April 10, 1986.

The purpose and scope of the inspection were reviewed and the findings were presented.

No written material was provided to the licensee during the inspection.

MC 81020 Mana ement Effectiveness The inspector discussed the following matters with'the management of the security force:

a.

Completion of one million man-hours of work by the security force without a lost time accident.

b.

Establishment of career broadening assignments for selected security force staff personnel.

c.

Completion of the ",Continual Observation" training course, conducted by the site Nuclear Training Group, by each security supervisor.

MC 81034 Securit Pro ram Audit By a review of records, the inspector observed that the licensee had conducted a comprehensive. security program audit on September 25, 1985.

The audit included an in-depth review of security implementing procedures, practices, protection system effectiveness and interface with local law enforcement as well as testing and maintenance of security related equipment.

The inspector found that the audit findings were promptly corrected and -completed actions were reinspected for completeness.

The

inspector also confirmed that audit reports were on file covering a period of five years.

MC 81038 - Records and Re orts On April 7, 1986, two Pennsylvania Power and Light Company clerical employees were undergoing a routine search at the main guard house and some drug paraphernalia was found in the handbag of one of the employees.

The incident is being investigated by local law enforcement authorities and the employees were suspended pending the results of the investigation.

The licensee stated that Region I would be advised of the outcome.

The inspector observed that the security force responded and documented the incident in accordance with established security program procedures.

MC 81054 - Ph sical Barriers Vital Areas The inspector found that the licensee maintained the physical barriers surrounding the vital areas in accorda'nce with the security plan.

The inspecto~

observed that barriers were adequate and appropriate for their intended function.

MC 81064 - Com ensator Measures Through a review of security records and interviews with security officers, the inspector found that the implementation of compensatory security measures conformed to the security plan and implementing procedures.

8.

MC 81066 - Assessment Aids The inspector observed the use of assessment aids from within the Secondary Alarm Station during daylight hours.

The use of these aids conformed to security plan requirements and were adequate for their intended function.

9.

MC 81070 Access Control Personnel The inspector observed personnel access to the protected and vital areas.

Security officers were performing their duties in accordance with the security and emergency plans and implementing procedures.

Search equipment was adequate and appropriate for its intended functions.

10.

MC 81072 - Access Control Packa es The inspector observed the controls over the entry of packages and material into the protected area and found that the security officers performed their duties in accordance with the security plan and

implementing procedures'ecurity officers were observed challenging questionable articles in all hand-carried luggage and bags.

11.

MC 81074 Access Control Vehicles The inspector observed the control of vehicles entering the protected area.

Security officers were performing their duties in accordance with the security and emergency plans and implementing procedures.

Vehicles were observed to be properly searched and escorted, as required.

12.

MC 81080 Detection Aids Vital Areas The intrusion detection system detected inspector requested penetration tests of vital areas in.accordance with the security plan.

13.

MC 81084 - Alarms Stations The inspector observed the operation of the secondary alarm station (SAS)

during normal and under simulated emergency conditions.

SAS operators and supervisory personnel demonstrated adequate skill and knowledge in performing their duties in accordance with the security and emergency plans and implementing procedures.

sts and the use of the internal and external security communication links under normal and simulated emergency conditions.

Security officers performed their duties in accordance with the security and emergency plans and implementing procedures.

On April 8, 1986, the inspector observed the licensee's program for responding to security threats and other contingencies and evaluated them against the Security Contingency Plan and the Emergency Plan.

The responses were found to be consistent with the response actions detailed in those plans.

The inspector also attended a critique by the security force of the emergency drill on April 9, 1986.

The inspector observed that a

comprehensive, constructive analysis, including criticisms, was conducted.
