Inspection Branch Inspection Summary Areas Irspected:
Routine, announced inspection of the Physical Security Program including: management support and effectiveness, security plan and implementing procedures, protected area barrier, access control of personnel and packages, records and reports, testing and maintenance, security training and qualification.
RESULTS:
Thesecurityprogramreceivedstrongmanagementsupport(Section1.1).
- The security program was well managed. Communications between the staff
and the security force were very good. Security Supervisors were very responsive to concerns. The turnover rate in the security organization waslow(Section1.2).
Security plan changes were reviewed and submitted as required.

' The protected area barrier and isolation zones were effectively
maintained (Section 1.4).
A noncited violation was identified involving the failure to conduct an
adequate search of an item being delivered into the protected area (Section 1.5).
Personnel were properly identified and their authorization checked
before a keycard was issued and access provided.
Searches observed by the inspector of packages and materials were generally being conducted in accordance with established procedures (Section 1.5).
The licensee's security staff was correctly reporting security events.
- Personnel interviewed were knowledgeable of procedures and reporting requirements. Trends and analysis records were maintained and used in a proactive manner (Section 1.6).
All access control equipment tested performed as required. Testing of
equipment was very good, and equipment was repaired in a timely manner (Section 1.7).
Required training had been conducted and the results were properly
documented (Section 1.8).
The security lock and key program was excellent (Section 1.9).
- Summary of Inspection Findinas:
A noncited violation was identified involving searches of materials
entering the protected area by vehicle.
- Violation 382/91-04-01 involving a Fitness-for-Duty issue was closed.
Security Incident Report 382/92-019 involving compensatory posting was
closed.
- Violation 382/93-31-01 involving searches of handcarried packages was closed.
