Thank you for your letter of April 10, 1985, in response to our letter and attached Notice of Violation dated February 26, 1985; your letter of September 19, 1985, in response to our letter and attached Notice of Violation dated August 20, 1985; and your letters of February 14 and March 14, 1986, in response to our letter and the attached Notice of Violation dated October 9, 198 Because these letters all relate to procurement issues which have been the topic of ongoing discussions within the Region IV staff and also discussions between the Region IV staff and members of your staff, our response to your letters was delaye In order to resolve outstanding concerns identified during our review of your responses, additional information is needed. With regard to your April 10, 1985, letter, you are requested to describe the program for re-establishing the acceptability of safety-related items which were previously procured on down-graded purchase orders, and that have been installed in safety-related systems components and structures. Also, describe how existing procedures assure that previously procured items which are not installed (in storage) are approved by Speer prior to use in safety-related application With regard to your September 19, 1985, letter, you are requested to describe actions you have taken to ensure that procurement activities for safety-related items, including installed items procured prior to the November 15, 1984, approval date of UNT-8-001, Revision 8, meet the requirements of Waterford SES 3 FSAR, table 3.2.1, and 10 CFR 50, Appendix With regard to your February 14 and March 14, 1986, letters, you are requested to provide the basis for acceptance of installed components and replacement parts on Ebasco purchase or r NT40355 These RIV:RSB/0S OS g RP RSB $ partsRPB were j/
