Areas Inspected: Suppression pool modification. Follow up licensee action relative to IE Bulletins 78-04 and 79-07. Follow up licensee actien on previously identified items and on items reported by licensee pursuant to 10 CFR 50.55(e). The inspection involved 11 inspector-hours on site by one NRC inspector.

Results: No items of noncompliance or deviations were identified.

Licensee Action on Previously Reported Items (Closed) Unresolved Item (50-373/79-21-02): Environmental qualification of containment electrical penetrations manufactured by CONAX.

Sargent &

Lundy letter of December 26, 1979 states that environmental tests are in compliance with IEEE 317-72, IEE 323-71 and that tests were acceptable.

Test data reviewed on sitt by the inspector indicated the environmental qualification tests met the requirements of IEEE 317 and IEEE 323. This matter is resolved.

(Open) Unresolved Item (50-373/79-17-02; 50-374/79-11-01): FSAR require-ments for concrete creep and shrinkage analysis to be performed on actual concrete used for construction. Licensee representatives indicated that all tests have been performed and that test results are currently being reviewed. This item remains open pending review of test documentation.

(Closed) Licensee reported item pursuant to 10 CFR 50.55(e)

(50-374/79-XX-02): Defects in La Salle Unit 2 reactor containment struc-tural steel stub column cap plates. Licensee has completed a 100% in-spection of stub column steel in Unit 2 and a 70% inspection in Unit 1.

Pesults of the inspection indicate that 19 pieces of high carbon steel were found in Unit 2 and none in Unit 1.

Tests indicate this material was not the specified A36 steel but, resembled SAE 1547..As a r_esult of this investigation, the fabricator has included high carbon steel in his color coding system to prevent recurrence. The defective cap plates have been replaced with the specified A36 material. This item is con-sidered closed.

Suppression Pool Modification The inspector observed work activities and reviewed QC documentation of work performed in the Unit I suppression pool.

Liner plate on containment wall has been removed and holes drilled for installation of anchor bolts at locations where downcomer brac-

ing is to be attached to the containment wall. The plate has been removed and the contractor is presently drilling anchor bolt holes in the reactor vessel pedestal wall.

The inspector reviewed Qc inspection records relative to drilling anchor bolt holes in the containment wall. Records pertaining to grouting of anchor bolts into the containment wall were reviewed.

All grout used is Master Builders EMBECO 636.

Certificates were available indicating confromance with Corps of Engineers Specifica-tion CRD-C588-78.

No items of noncompliance or deviations were identified in this area.

Inspection and Enforcement Bulletins IEB 78-04 Environmental Qualification of Certain Stem Mounted Limit Switches Inside Reactor Containment. Licensee's response to IEB 78-04 committed to replace limit switches on the Main Steam Isolation Valves (MSIV) and ordered his contractors to replace the switches with an environmentally qualified switch (NAMCO EA 740). The unqual-ified limit switches have been replaced on the MSIV's, both inside and outside containment in Unit 1.

ECN 57A instructs the contractor to also replace the limit switches on the MSIV's in Unit 2.

This bulletin is considered closed.

IEB 79-07 Seismic Stress Analysis of Safety Related Piping. The licensee's response indicates that he has taken the actions required by the above bulletin. Documentation and data have been submitted to NRC/NRR by the licensee's NSSS contractor. No further action regarding this bulletin is contemplated by the RIII inspector. Any further questions involving this bulletin will be initiated by NRC headquarters. This item is considered closed.

Labor Contracts During discussions with site management, the inspector was informed that several labor contracts involving the La Salle craft unions
