Areas Inspected: Suppression pool and reactor recirculating system modifications. Follow up licensee action relative to IE Bulletins 78-12, A, B, and 78-04.
Follow up licensee action on previously identified non-compliances and unresolved items.
The inspection involved 13 inspector hours on site by one NRC inspector.
Results: No items of noncompliance or deviations were identified.

Licensee Action on Previously Reported Items (Closed) Noncompliance (50-373/79-26-01; 50-374/18-01) Zack Welding procedure specification cited incorrect reference paragraph of AWS DI.1-75.
The inspector was shown revised Zack WPS M-B-QCP22 in which the reference to AWS D1.1-75 Section 2.7 and Section 5, Part B had been changed to read AWS D1.1-75 Section 2.7 and Section 5, Part A.

(Closed) Unresolved Item (50-373/78-09-03; 50-374/78-08-03) Use of U.S.
Grout Corporation 5-Star grout under safety related equipment. Civil contractor and licensee representatives state that U.S. Grout Corporation 5-Star grout was not used for grouting safety related equipment. The inspector reviewei grout records for several major safety related components and in each the ricords indicated that the grout used was Master Builders Embeco 636.

(Closed) Noncompliance (50-373/79-24-02; 50-374/79-17-02) ASME form N-5 Data Report comple'.ed prior to issuance of certified stress report for feedwater system.
The feedwater N-5 Data Report has been withdrawn and a system of checks initiated to preclude recurrence.
Licensee has published instructions on handling the N-5 Data Report that requires verification of information on the form by site construction superintendent (or his designee), site supervision of quality assurance, and the SNED project engineer to verify that design specification and design / stress reports are complete and certified prior to completion of the certificate of compliance. The inspector review-ed the contractors procedure for code data reports and licensee's system for verifying that all information required on the report was complete prior to ceritfying compliance.

Functional or Program Areas Inspected
IE Bulletins The inspector reviewed the status of licensee's action relative to the following IE Bulletins.
IEB 78-04 - Environmental qualification of stem mounted limit switches.
The licensee committed in his response to replace the NAMCO EA700 switches installed on the MSIV's inside containment with NAMCO EA740 switches.
The inspector was informed that the replacement type EA740 switches had been ordered and were presently on site but had not been installed on the MSIV's.
IEB 78-12,78-12A, 78-12B - Atypical weld metal in reactor pressure vessels. The licensee's response indicates that he has taken the actions required by the above bulletins.
Record searches have been conducted by the reactor pressure vessel manufacturers. Results of the record searches have been submitted to the NRC as generic reports certified adequate by the licensee. No further action regarding these bulletins is contemplated by the RIII inspector. Any future questions involving these bulletins will be initiated by NRC Headquarters.

Modifications

The inspector observed that replacement of the Unit I reactor recirculating system safe end nozzle / thermal sleeve assemblies was complete.
In Unit 2, the assemblies have been welded in, welds nondestructively examined, and nozzle ends capped. The architect / engineer has changed the material for the pipe spool piece between the external riser and nozzle from type 304 i
to type 316 stainless steel. These replacement spool pieces have not
been received at the site.
Modifications in the suppression pool in accordance with the latest design have not commenced. The inspector was informed that construction drawings on site and that material procurement had been initiated.
Fire Seals Mechanical - The inspector reviewed the radiation test report for Dow Corning's Sylgand 170 silicone.elastemer used in the Tech-Sil lead radia-tion seals in mechanical penetrations.
Sagples were irradiated with a 20,000 curie, cobalt-60 source at 0.5 X 10 rads / hour. The' test report showed no degradation in material properties below a total integrated exposure of 125 megarads.

Electrical - Installation of fire seals in electrical penetrations has
not begun. The inspector was informed that current plans are to use gypsum based fire seals in the electrical penetrations except for those penetrations which required radiation seals where plans are to use the same type seal as is used for radiation protection in mechanical penetra-tions.
No items of noncompliance or deviations were observed in these areas.
