Inspection Summary Inspection on March 28, 1980 (Report Nos. 50-373/80-18; 50-374/80-11; 50-454/80-06; 50-455/80-06; 50-456/80-02; 50-457/80-02)

Areas Inspected: A special announced meeting was conducted to discuss the status of the three Commonwealth Edison Nuclear Stations under construction. This meeting involved a total of 24 inspector-hours on site by four NRC inspectors.

Results: Of the areas discussed, no items of noncompliance or deviations were identified.

Corporate Meeting This meeting was held between corporate management from Commonwealth Edison Company and NRC RIII representatives to review the status of the three Commonwealth Edison nuclear plants under construction.

The following specific areas were discussed during the meeting:

Resolution of the Byron post-tensioning anchor-head problem.

b.

Status of La Salle procurement documentation.

c.

Resumption of construction activities at Braidwood, d.

Installation of hangers, supports and snubbers at Byron.

e.

Ceco identification of compliance dates for NRC findings.

f.

CECO management reorganization.

g.

Malicious damage of equipment at La Salle.

Use of field engineers to do receipt inspections.

  • Specific agreements which were reached relative to the areas of discussion are as follows:

a.

Further discussions will be held between CECO and RIII regarding the installation of Byron hangers, supports and snubbers, b.

CECO will notify RIII when the remaining procurement documenta-tion for La Salle Unit 1 is available for review.

c.

The CECO response which was made to the noncompliance cited in RIII Report No. 50-456/80-01; 50-457/80-01 regarding record storage at Braidwood will also be applied to record storage at Byron and La Salle.

Following the management meeting, the RIII participants took part in a tour of the Byron site.
