SUBJECT: RESPONSE TIME TESTING ISSUES EXIT l

Dear Mr. Gipson:

l l On September 22,1997, the NRC completed an Engineering and Technical Support inspection l at your Enrico Fermi, Unit 2, facility. During that inspection, elimination of response time testing (RTT) under the provisions of 10 CFR 50.59 for trip functional units in the reactor protection I system and for trip units in the isolation and core cooling systems was also reviewed. At the l end of the inspection, elimination of RTT under 10 CFR 50.59 appeared to involve violations of I NRC requirements; however, no violations were issued due to the need to consider potential generic concerns revealed through similar concems at several other BWRs. The issue was subsequently documented in inspection Report 50-341/97011(DRS) as an unresolved item -

pending NRC resolution of the generic concems.

i An in-office review of the involved documentation was completed April 6,1998. No on-site l inspection was necessary to resolve these issues, inspection Report 50-341/98005(DRS),

issued April 10,1998, which documented the results of that review, stated in error that l a telephonic exit interview was conducted at the conclusion of our in-office review. That exit interview was not conducted. Consequently, we plan to meet with you on May 6,1998, at 1:00 p.m. (EDT) to discuss the RTT issues.

No response to Inspection Report 50-341/98005(DRS) is necessary at this time. We will discuss plans for response to that report during our May 6,1998, meeting.

Inspection report 50-341/98005(DRS), issued April 10,1998, which documented the results of .

that review, contained inaccurate information. No response to that report is required at this  !

time. We plan to meet with you on May 6,1998, at 1:00 p.m. (EDT) to discuss the RTT issues.
