i Scope:

This routine, unannounced inspection was conducted in the area of emergency preparedness.

Several aspects of the emergency preparedness program were reviewed to include: emergency detection and classification; protective action decision-making; notifications and conmunications; shift staffing and

augmentation; training; public information; and licensee audits.

Results:

The review of selected areas indicated the licensee was maintaining an effective

preparedness program.

Program strengths noted included a

t emergency knowledgeable emergency preparedness staff at both the site and corporate levels, an on-going enhancement program that was improving staff augmentation l.

response during off-hours, and early planning directed at improving this years emergency preparedness exercise.

EmergencyDetectionandClassification(82201)

Pursuant to 10 CFR 50.47(b)(4) and 10 CFR Part 50, Appendix E,

,

Sections IV.B and IV.C. this program area was inspected to determine

'

whether the licensee used and understood a standard emergency classification and action'icvel scheme.

Theinspectorreviewedthelicensee'sclassificationprocedure(EPIP1.01, l

Emergency Manager Ccntrolling Procedure).

The event classifications in the procedure were consistent with those required by regulation.

The emergency event classifications in the EPIPs were consistent with those in the Emergency Plan, and the licensee had reviewed the EALs with State and

,

local authorities as required.

Section 5.2.1.1 of the Emergency Plan specifies the Station Energency Manager as the one individual on site at-all times who has the authority and responsibility to immediately and unilaterally classify events and initiate any emergency actions required.

The inspector reviewed selected. abnormal procedures and emergency procedures and noted that specific steps directed the user to classify emergencies or referred the user to initiate an EPIP as applicable.

Protective Action Decision-Making (82202)

Pursuant to 10 CFR 50.47(b)(9) and (10) and 10 CFR Part. 50, Appendix E,Section IV.D.3, this area was inspected to determine whether the licensee had 24-hour-day capability to assess and analyze emergency conditions and make reconenendations to protect the public and onsite workers, and whether offsitt officials had the authority and capability to initiate prompt protective action for the public.

The inspector discussed responsibility and authority for protective action decision-making with licensee representatives and reviewed pertinent portions of the licensee's Emergency Plan and procedures.

The Plan and procedures clearly assigned responsibility and authority for accident assessment and protective action decision-making.

Interviews with members of the licensee's emergency organization revealed that these personnel understood their authorities and responsibilities with respect to accident assessment and protective action decision-making.

Additional discussions focused on the protective action decision-making matrix currently being revised in response to a Surry Power Station finding.

The matrix had been reviewed and conrnents provided to the Corporate emergency planning staff.

Future implenientation of the matrix should enhance the protective action decision-making process.

4.

Notification and Coninunication (82203)

Pursuant to 10 CFR 50.47(b)(5) and (6) and 10 CFR Part 50 Appendix E.

Section IV.D. this area was inspected to determine whether the licensee was maintaining)a capability for notifying and conrnunicating (in the event of an emergency among its own personnel, offsite supporting agencies and authorities, and the population within the EPZ.

The inspector reviewed the licensee's notification procedures.

(EPIP-2.01, Notification of State and Local Governments and EPIP-2.02, Notification of NRC).

The procedures were consistent with the emergency classification and EAL scheme used by the licensee.

The inspector determined by review of applicable procedures and by discussion with licensee representatives that adequate proctdural means existed for alerting, notifying, and activating emergency response personnel.

The procedures specified when to notify and activate the onsite emergency organization, corporate support organization, and offsite agencies.

The l

content of initial emergency messages was reviewed and appeared to meet l

l the guidance of NUREG-0654, Sections I.E.3 and II.E.4.

To verify that the conrounications equipment in the emergency facilities

I was operable, the inspector observed the performance of PT-175.1,

l Instaphone, State PBS, and NRC Contnunications Operability Test.

No exceptions were noted until the NRC ringdcwn phone operability check-was made at which time the licensee representative found the line not to

be operating.

He informed the Shift Supervisor and the required reports were made.

It was later learned that the NRC Operations Center had System (ENS) power loss with concurrent loss of the Emergency Notification sustained a ringdown phone.

The following day the licensee completed the

perfonnance test in accordance with procedures following a successful NRC ringdown phone consnunications check.

The inspector verified that the prompt notification systtm was operable and maintained by reviewing the results of 1-PT-172.3, Early Warning System Polling Function Test, that was conducted during the inspection.

The data indicated all of the 55 sirens were reported as 100 percent available, i

Pursuant to 10 CFR 50.47(b)(2) and 10 CFR Part 50, Appendix E, Sections IV.A and IV.C. this area was inspected to determine whether shift staffing for emergencies was adequate both in numbers and in functional capability, and whether administrative and physical means were available

The inspector reviewed the Emergency Plan and the EPIPs for the callout of emergency response personnel to augment the emergency organization.

The North Anna Power Station Telephone Directory was reviewed and found to contain the Emergency Personnel Notification System.

Interviews with selected individuals and review of records indicated that augmented

callout drills had been conducted on December 24, 1989, and again on

March 9,1990, with satisfactory results obtained.

Because of previous

,

concerns of staffing the core thermal hydraulics positions within the specified time, personnel had been placed on shift to meet this

'

requirement.

The licensee had also conducted five unannounced site accountability drills to provide for accountability of site personnel within the required 30 minutes.

Records indicated the most recent accountability had been achieved within 22 minutes.

No violations or deviations were identified.

Training (82206)

Pursuant to 10 CFR 50.47(b)(2) and (15),Section IV.F of Appendix E to

10 CFR Part 50, and Section 6.1 of the Emergency Plan, this area was inspected to determine whether the licensee's key emergency response personnel and personnel involved in the initial stages of an incident were properly trained and understood their emergency responsibilities.

The inspector reviewed Section 8.3 of the Emergency Plan for a description of the integrated emergency training program objectives.

In

addition, selected lesson plans were reviewed and personnel with the responsibility for conducting the emergency response training were interviewed.

It was determined that the licensee maintained a formal emergency training program.

Training records were reviewed for several members of the emergency

,

-

organization.

Training records were chosen based on the April 6,1990 Emergency Personnel Notification List contained in Section 1.2 of the North Anna Power Station Telephone Directory. The positions selected for records review were the Emergency Procedures Coordinator and the Emergency Maintenance Director.

The training records for the primary and both alternates for each of the above positions were reviewed against the training requirements for Table 8.1 of the Emergency Plan.

The above training requirements and personnel listing resulted in a matrix requiring a check of 54 training sessions.

The inspection disclosed all personnel had received the required training and it was current.

To evaluate the effectiveness of the training the inspector interviewed selected personnel regarding their emergency organization responsibilities.

In all cases personnel demonstrated knowledge of their responsibilities.

No violations or deviations were identified.

PublicInformationProgram(82209)

Pursuant to 10 CFR 50.47(b)(7), this area was inspected to determine that basic emergency planning information was disseminated annually )to the

public in the plume exposure pathway emergency planning zone (EPZ.

The inspector reviewed the annual North Anna Power Station Emergency Planning Information Calendar that was used to disseminate information to the public in the plume exposure pathway EPZ.

were points of contact from which the public may acquire adcitional information.

Discussion with licensee representatives responsible for the aublice

information indicated an active program that was well coordinatec with the

appropriate offsite authorities.

Licensee Audits (82210)

Pursuant to 10 CFR 50.47(b)(14) and 10 CFR 50.54(t), this area was inspected to determine whether the licensee had performed an independent review or audit of the en,ergency preparedness program and whether the

i licensee had a corrective action system for deficiencies and weaknesses identified during audits, drills, and exercises.

The inspector reviewed the Quality Assurance Concurrent Audit N-90-01 of the Emergency Preparedness Program that was conducted in accordance with o

Technical Specification 6.5.3.1(e) from January 8-19, 1990.

The one

. finding regarding a determination of fitness for duty for the emergency response organization had been addressed for corrective action.

The

'

earlier 50.54(t) audit had been conducted by the Corporate Quality Assurance Department from July 31 to September 1,1989.

It identified a total of 10 concerns and 19 improvement items, the corrective action for which had been incorporated into the Virginia Power Emergency Preparedness Enhancement Program as appropriate.

The inspector also reviewed the corrective action system for deficiencies and weaknesses identified during exercises. The management susport to the i
