The inspection scope and findings were summarized on ' July 31, 1985,- with those persons indicated in paragraph 1 above. The inspector described the 4.reas inspected and discussed in detail the inspection findings.
No dissenting comments were received from the licensee. The licensee did not identify as proprietary any of the materials provided to or reviewed by the -

inspector during this inspection.

4.
Detection and Classification (82201)
The inspector reviewed licensee action. concerning classification of the Notification of Unusual Event which occurred on July ;25,1985, at-North Anna Unit 2.
'
Discussion with the NRC Resident Inspectors.and licensee representatives and review of records showed that the event was classified and -handled in
~accordance with the licensee's Technical Specifications and Emergency Plan.
The inspector noted, however, that the licensee's classification initiating conditions in the Emergency Plan and Implementing Procedures did not appear
to reflect the criteria established in NUREG-0654 for ensuring compliance

with the planning standards of - 10 CFR 50.47(b). - For example,- NUREG-0654,

NUREG-0654,.Section'II.I., states in part,
"1.
Each licensee shall identify plant systern and effluent parameter values characteristic of off-normal conditions and accidents, and shall identify the plant parameter values or other information which correspond to the example initiating conditions of Appendix 1.
Such parameter values and the corresponding emergency cl s shall be included in the appropriate emergency procedures Further, NUREG-0654 Appendix 1, Example Initiating Conditions:

Notification of Unusual Event, states in part,
"5.
Exceeding-either primary / secondary leak rate-technical spe ification or primary system leak rate technical specification and
"15. Other plant conditions exist that warrant increased awareness on the part of a plant operating staff or State and/or local offsite authorities or require plant shutdown under technical specifica-tion requirements..."
The conditions of the classification tables in the licensee's. Emergency Plan and Implementing Procedures specify that a Reactor Coolant System leak requiring shutdown in. accordance with Technical Specification 3.4.6.2 occurring when a reactor is in power operation or startup needs to be classified as a Notification of Unusual Event only when the reactor reaches hot standby or lower. This was done in the case of the event of' July 25, 1985.
The inspector stated that, while the classification of the event was made in accordance with the classification tables in the Emergency Plan.and Implementing Procedure, EPIP-1.01, these classification tables do not adequately reflect the criteria of the referenced parts of NUREG-0654, and therefore do not meet the planning. standards 10 CFR 50.47(b)(4) and 10 CFR 50.47(b)(9).
The licensee representatives agreed to review the classification tables of the Emergency Plan -and Implementing Procedures to determine compliance to the initiating conditions of. Appendix 1 of NUREG-0654. The inspector stated that a review would also be conducted at Region II and that both parties would confer upon completion for these reviews to determine what corrective action.should be taken.

It was further agreed that the reviews would include the Emergency Plan and

j Implementing Procedures. for the Surry Station since the classification-tables are'similar.

5.
Notification and Communication (822'03)
The inspector determined from discussion with the Resident Inspectors and licensee representatives, and review of licensee records that the notification requirements of 10 CFR 50, Appendix E, and 10 CFR 50.47(b) were met.
The Resident Inspectors and the inspector agreed that details on reporting the incident under 10 CFR 50.72 would be discussed in the Resident Inspector's report (50-338, 339/85-18).
No violations or deviations were identified in this program area.
