The omitted steps were at one time considered
"skill of the craft" type operations, which is inconsistent with current St.
Lucie operations philosophy.
The licensee entered this discrepancy into their corrective action program.

R1 Radiological Protection and Chemistry Controls R1.1 Routine Ent into Radiolo icall Controlled Area The examiners and candidates entered the radiologically controlled area (RCA) during the walkthrough portion of the operating test.
During the log in process, personnel entering the RCA are required to obtain a "Merlin" alarming dosimeter.
The alarm limits for dose rate and allowable dose are set in accordance with the predetermined limits that are specified on a Radiological Work Permit (RWP). While one candidate was logging in, his examiner noted that the alarm limit for allowable dose that was set into the Merlin was greater than that allowed by the RWP. The dose rate alarm was the same as that specified on the RWP. This was brought to the attention of St. Lucie management and it was determined that the Merlin allowable dose settings had been raised for the recent outage and had not been lowered.
This discrepancy was entered into the licensee's corrective action program as Condition Report no. 97-1316 and had a due date of July 21, 1997.
The resolution of this issue will be tracked as Inspector Follow-up Item 50-335/97-300-01, Disagreement between Merlin settings and RWP limits.
