This routine, announced inspection was conducted in the areas of Physical Security Program for Power Reactors, specifically: Management Support, Security Program Plans and Implementing Procedures, and Security Program Audit; Physical Barriers, Protected and Vital areas; Access Control -
Personnel, Packages and Vehicles; Compensatory Measures and Communications.
In addition, the status of the licensee's programmed upgrade of physical security systems and facilities was reviewed.
Results:
In the areas inspected, one apparent violation relating to six licensee identified events of failure to comply with procedural requirements for access control was confirmed.
Review and observation of routine security operational activities during the course of the inspection verified that the licensee was in compliance with regulatory requirements and commitments of the approved Physical Security Plan with the exception of the failure to comply with procedural requirements as noted above. The Security Force was adequately staffed and demonstrated an acceptable level of job knowledge and performance canabilitv.

completion of the system upgrade had not been established, due in part to identification of deficiencies in the security system computer software.
Testing by licensee technicians to resolve the deficiencies was observed by the inspectors.
