We will review the memo from the Vice President, Diablo Canyon Operations and Plant Manager, and Administrative Procedure A-56 as part of our efforts in verifying that the issue of signature responsibility is properly dealt with.

Docket No. 50-323, OL-DPR-82 Diablo Canyon Unit 2 Supplement to PG&E Reply to Notice of Violation in NRC Inspection Report No. 50-323/90-13 Gentlemen:
NRC Inspection Report 50-323/90-13, dated July 13, 1990, issued a Notice of Violation (NOV) for maintenance not performed in accordance with a work order.
The work order was used to replace the Moodward speed governor on the Unit 2 auxiliary feedwater pump turbine and required signoffs on specified steps.
However, the mechanic did not appropriately signoff on the work order.
PG&E letter DCL-90-204, da'ted August 13, 1990, responded to this violation and indicated that a maintenance bulletin would be issued to all maintenance personnel.
This bulletin was issued, and emphasized and explained the proper method of signing off work order steps.
Based on the findings of PG&E Quality Assurance (QA)
Audit 90815T, dated August 31, 1990, which identified some additional signature issues, and the importance we place on the meaning of an individual's signature, we will be implementing additional corrective actions as follows:
1.
Administrative Procedure (AP) A-56, "Signature and Signature Responsibility,"
was issued May 4, 1990.
This procedure explains the meaning of signatures on plant documents and the responsibility that an individual accepts when signing a document.
This procedure will be reviewed and reissued as necessary to incorporate lessons learned from the QA Audit and the NO ~

The Vice President, Diablo Canyon Operations and Plant Manager, will issue a
memo to all personnel discussing the importa'nce'and necessity of signatures on plant documents, including verification of performance of work order steps.
This memo will be issued by'October 15, 1990, and will include -a'opy of'AP A-56.
PG&E believes that AP A-56 and the issuance of the Vice President's memo will adequately address the concerns regarding the meaning of signatures.
Kindly acknow*ledge receip't of the material on the enclosed copy of this letter and return it in the enclosed addressed envelope.
