E. Johnston, Resident Inspector, Diablo Canyon Meetin Summar The meeting convened at approximately 9:45 a.m.

on March 22, 1990, at the Diablo Canyon site, in San Luis Obispo County, California.

Mr. Martin opened the meeting with a request that the discussions be open.

He noted that overall, PG8E's performance during the SALP period from August l.

1988 to December 31, 1989, had be quite good.

Mr. Zimmerman and Mr. Scarano presented a synopsis of the discussion in the SALP report of the licensee's performance in the seven functional areas.

Following the discussions of the seven rating areas by Mr. Zimmerman and Mr. Scarano',

Hr Shiffer introduced topics of discussion to address the overall issues of the SALP report; problem identification and resolution, the reorganization and redirection of the equality Assurance (gA)

organization, and the progress of the engineering organizations.

Shiffer stated that the SALP report had accurately attributed the cause of many problem identification and resolution delays to a lack of problem ownership developing from problems which are not isolated to one group or department.

To address this he referred to a number of reorganizations

and consolidations which had taken place in the SALP period and noted that further reorganizations were planned after some organizational equilibrium had been reached.

Mr. Townsend discussed the efforts taken to address the lack of timely identification and resolution of problems.

He noted that establishing problem ownership was the major factor to accomplish more timely problem resolution.

He noted that the Technical Review Group process, while thorough, was slow, and that most corrective actions are readily apparent once a problem is identified.

He proposed to use elements of the event response plan process, currently being used on more significant events, to bring rapid analysis and resolution of problems.

He also noted efforts to improve tracking and management of problems.

Additionally, Mr. Townsend noted that plant material condition was one of his concerns, concurred with the NRC that it deserved greater attention, and indicated that the licensee has initiated a task force to address both material condition and plant aging.

Mr. Sexton began his discussion on the changing role of gA with a comparison between the old and new organizations and the purposes for the changes.

He noted that the changes were made to align the organization with the current industry emphasis on procurement, increase the use of performance-based assessments, streamline communications within the department, and to better utilize personnel.

In the process, Mr. Sexton-plans to have gA personnel more involved in plant activities.

The transition to the new organization is scheduled to be complete by May 16, 1990.

Mr. Anderson discussed improvements undertaken in the performance of engineering and its relationship to plant operations.

Specifically he discussed improvement in design change planning, the implementation of the configuration management program, the increased communication between the system and design engineers, and improved training.

Mr. Martin concurred that the licensee had made a substantial effort in this area and stressed the importance of the relationship between engineering and plant operations and maintenance.

In closing, Mr. Maneatis stated that the SALP report was both fair and objective.

He noted appreciation for the discussion of strengths and stated that weaknesses identified in the SALP report would be seriously addressed.

Mr. Martin stated that he was pleased with the improved performance of PG8E.

He noted that PG8E appeared to be poised for long term excellence and encouraged PGEE management to not rest on their laurels.
