Inspection on January 30-31, 1979 (Report No. 50-320/79-02)
Areas Inspected: Routine, unanncunced inspection by a regional based inspector of licensee action on previous inspection findings and compliance with license conditions.
The inspection involved 14 inspector-hours onsite by one NRC regional based inspector.
Results:
No items of noncompliance were identified.

Licensee Action on Previous Insoection Findinos (Closed) Unresolved item (320/78-24-07): IE Bulletin 78-05 Corrective Actions.
Change / Modification 2-0139 and Work Request 4898 have been approved to replace applicable GE Model CR105X auxiliary contact mechanisms.
The schedule for changeout remains as stated in MEC letter to NRC Region I, serial GQL 1021, dated May 30, 1978.
PORC has evaluated the functions and safety significance of CR105X mechanisms and has determined that the potentially defective com-Donents are tested or used periodically.
There have been no failures of these mechanisms at the facility to date.
The inspector stated that the licensee's followup actions concerning IEB 78-05 were acceptable.

Install new impellers in each of the reactor building emergency cooling booster pumps and demonstrate a flow of 3000 gallons per minute each.
Upon completion of all the tests, the system shall be returned to the configuration described in the Final Safety Analysis Report...

The following must be completed prior to startup following the first regularly scheduled refueling outage:
1.
Provide redundant automatic safety grade Makeup Tank isolation valves (MU-V-12) actuated by an Engineered Safety Features signal.

Modify manual hose stations to conform to the requirements of National Fire Protection Association 14, perform hose stretch tests, and provide any necessary additional hose stations to reach any location in safety-related areas and areas containing major fire hazards with at least one effective hose stream, 11.
Seal the opening in the common wall between the diesel rooms at the air intake area with a three-hour concrete masonry structure. Add ramped curbs :t the door openings in that wall.

Provide an automatic water suppression system in each diesel generator room basement."
Items E.1, G.5, G.5, G.7, G.8, and G.ll were satisfactorily completed.
Items F.1, F.2, G.10 and G.12 are required to be completed prior to startup following the first regularly scheduled refueling outage.
Licensee action concerning the latter items has been initiated as described below.

A redundant makeup tank isolation valve (MU-V-40) has been ordered from the valve vendor.
Engineering design work to support the modification is in progress.
--
Additional charcoal filter cartridges were manufactured to support charcoal replacement in the designated system filters.
The replacement filters are being filled with charcoal of the proper grade.
--
FCR 2478.2, Revision 1, " Fire Protection Hose Stations and Sprinkler System," has been drafted.
The FCR provides for the addition of 14 fire hose stations in the Control Building, Auxiliary Building, Diesel Generator Building, and River Water Pump House.
The FCR also provides for the installation of separate wet pipe sprinkler systems in each diesel generator room basement.

Licensee representatives stated that all work associated with the above items would be complet-d by the required time.
Satisfactory completion of these items will be reviewed during a subsequent NRC inspection.
4.
Exit Interview The inspector met with the licensee representatives (denoted in Paragraph 1) at the conclusion of the inspection on January 31, 1979.
The inspector summarized the purpose and scope of the inspection and the findings.
