Site To_ur The inspector toured the facility modifications upon arrival onsite, to observe in-process and completed work activities and to ascertain general compliance with regulatory requirements, codes, standards, and procedures. Activities examined included excavation, conduit and reinforcing steel installation, soil compaction and concrete pre-placement, and formwork activities for the Nuclear Service Electrical Building.
No items of noncompliance or deviations were identified.

Licensee Action on Previously Identified Inspection Items a.
(Closed) Noncompliance (50-312/81-24/01): Failure to have quality
_ assurance and quality control procedures reviewed and approved in accordance with contract requirements.
The licensee's response to the item of noncompliance was examined and the actions described in the response were verified.
On August 3, 1981 the licensee's quality assurance organization formally approved U. S. Testing's Quality Assurance Manual and Quality Control Procedures; and on August 11, 1981 the Engineering Ins)ection Instructions (EII's) were approved to be used in conjunction wit 1 and as a supplement to the Construction Inspection Data Reports (CIDR's).

(Closed) Followup Item (50-312/81-24/02): An individual identified by SMF Corporation as a Quality Assurance Engineer was in fact not performing a quality assurance function.
The licensee str.ted that per SMUD memorandum dated December 11,

1980, SMUD relieved SMF of all quality assurance responsibility during the construction of the Nuclear Service Electrical Building.
Accordingly, the individual in question has had his title modified to reflect his actual duties.

Structural Concrete Observation of Work and Work Activities
.
Licensee activities related to the pre-placement and placement of the Nuclear. Service Electrical Building basemat were observed. The observations' included examination of embedments, form work, reinforcing steel, cleaaliness, concrete cover, concrete free fall, concrete horizontal

free flow, consolidation, and quality control inspection. The activities were observed for compliance to the pertinent contract drawing (No.
C-508, Sheet 17, Revision 5.0), the construction inspection procedures, and the contract specification.

-3-Field testing of concrete for the placement was performed by U. S.
Testing Company personnel. The testing was observed by the inspector for compliance to the requirements of the applicable ACI, ASTM, and contract requirements. The testing observed included slump, air entrainment, and tenperature measurements.
All activities observed were found to be in accordance with the requirements.
No items of noncompliance or deviations were identified.

Management Interview.
On October 1,1981, the1 inspector met.with licensee and engineering management personnel denoted in paragraph 1.
The scope of the inspection, the observations, and the finding of the inspection were discussed.
