General This was the initial Facilities Test and Startup Branch inspection of the Crystal River Unit 3 site.

It was made to familiarize the inspectors with the site and to meet licensee personnel. Also, the status of construction, the start of preoperational testing, and the status of the quality assurance (QA) program for testing were reviewed and discussed.

Plant Status

Licensee personnel estimate overall construction of Unit 3 to be 82% complete. No significant testing has started; it is estimated that it will begin in approximately two months.

0A and Mministrative Controls for Testing The inspector was informed that an independent QA contractor will be employed for the testing program.

It is expected that the name of the contractor will-be announced within two to three weeks.

The contractor will develop implementi-g QA procedures within the framework of the FPC QA Manual.

The Crystal River Test Program Guide (TPG) defines the administrative controls for preoperational testing.

It is currently being revised and is to be reissued in approximately three weeks.
