The inspectors informed Mr. Froats that'the purpose of the inspection was to confirm that the grouting program, as performed, conforms with that proposed and accepted for issuance of the construction permit.

No exit interview was conducted with FPC management at the . conclusion of the inspection.

SECTION II Special Inspection I.

GENERAL A.

A review was conducted of the grouting program proposed , at the time the construction pensit was issued. The review consisted of examining the six volume, Foundation Engineering Report, prepared jointly by Gilbert Associates, I Inc., and Woodward-Clyde & Associa!Ms.

The grouting on this site was done in two parts, Curtain Wall and Consolidation Grouting.

, i 1.

Curtain Wall grouting d2own on Figure 2 indicates the extent, depth, and. quantity of grout injected in a wall which encompassed the Service area, Con-tainment area, Auxiliary area, and the Diesel Gen-erator area. This Curtain Wall has grout holes which extended from 75 to 100 feet below the surface.

Figure 3 shows the Curtain Wall grouting which en-j ' compasses the Turbine Room and the Transformer area.

These grout holes vary in depth from 75 to 90 feet.

Figure 4 shows the grout curtain around the intake i structure. These grout holes extend from 75 to 90 , feet beneath the surface.

Figure 5 shows the supplemental curtain wall along , the eam; side of the auxiliary building and south ' and east of area "A".

Figures 6, 7, and 8 show the extent of the Consolidation Grouting in the service, containment and auxiliary areas; turbine building and transformer area, and the intake l structure.

DETAILS l A.

The grout. program extended over a period of 2 and 2/3 years.

A1 year interruption was encountered to remove poor founda-J tion rock and replace it with a structural concrete fill.

The work was contracted to the Girdler Foundation and Explora-i l tion Company of Clearwater, Florida, and was directed by l Gilbert Associates, Inc.

The method used employed the split spaced, stage grouting technique. Primary holes were spaced, 32 feet on center to center and quaternary holes spaced 4 feet center to center.

C.

Pregrouting permeability tests indicated permeabilities in the order of 10 cm/sec. The abso by the specifications was 7 x 10 gute penneability required i cm/sec., an improvement of 1000 had to'be achieved by the grout program. A review of , ' tests conducted after grouting indicated that all permeability test results were less than the specified 7 x 10-3 cm/sec.

_ . . . .n - . , . . -- . -4- . . a From the Foundation Engineering report is excerpted the following: . -Vol. 6. Page 14 i "In excavation for the reactor building foundation, grout injected On the curtain wall was found to have traveled as far as 80 feet (horizontally). The reactor excavation, which , was about 20 feet below ground water level, was easily kept dry by two low yield trash pumps. This was evidence of the effectiveness of the curtain wall.. " .. Vol. 6. Page 15 " Ground water level outside the curtain wall was at elevation 88 and inside the curtain wall was at elevation 70.

Boils within the excavation ceased to flow and water level began to drop.. " .. After several months, when the excavation was threatening to destroy the curtain wall, sheet piles were driven in local areas to alleviate the ' problem. The sheets were later cut off and left in place.
