N EXECUTIVE SUMMARY Zion Generating Station, Units 1 and 2 .

NRC Inspection Reports 50-295/97014; 50-304/97014 This inspection included a review of the Physical Security Program, an aspect of Plant Support. This was an announced inspection conducted by one regional Physical Security inspector, two Security Specialists from NRR, and three contractor personnel, The overall effectiveness of your security force training and qualification program and your capability to protect vital equipment against adversaries with the capability of the design basis threat was good. We are, however, concerned that your Appendix B drill program and your capability for self-assessment in the security program were weak, Line management attention to these program areas has been lacking because of the focus in the Appendix C area, but program enhancements in these areas are ongoing, e

in general, the conduct of security was effective, with marked improvements noted in tne ability to respond to an external threat. (Section S1.1)

Access Control Inspectors responded promptly and effectively to the discovery of an actualloaded weapon in the ingress search lanes. (Section S4.1)

The inspector observed weaknesses in the self-assessment program in that the Appendix B drill prograrn may not be an effective indicator of performance because of the repeated use of the same training aids, and the licensee had discontinued their monthly tracking and trending of security performance report (Section S7.2).
