EE: . 7f. - Manage =ent Interviews A.
Entrance Interview A preinspection meeting was conducted on June 24, 1976, with [E _ "~" Mr. A. Tsaggaris. During this =eeting the licensee's representa-tive and inspectors discussed the drill scenario.
jp x 3.
Exit Interview (Detail 3) =i At the conclusion of the drill the inspectors presented a su= mary - of their observations to licensee nanage=ent and stated that sub-sequent inspections would include a review of licensee action taken
regarding drill observer coc=ents.
The licensee stated that folicw-up action would be initiated for all observer coc=ents and any = corrective actions needed would be taken.

General _.. =.. The purpose of this inspection was to observe the licensee's
- .;-
respence to a simulated emergency, and thereby evaluate the
== licensee's ability to i=plement the facility emergency plan.
The inspection consisted of direct observation by the inspec- =..,. tors of the simulated response.
= The drill was conducted in accordance with the following scope: The drill primarily involved the licensee's personnel but i:elnded a coc:municatiens and accountability drill _- with construction personnel working at the facility.
In ';ll.
. addition, co=munications were exercised with,2ight out- =' side agencies which would support the licensee in the event of an actual emergency.
E The following outlines the scenario of the drill: . The plant is at 50% power beginning operations with a new b fuel load. The plant is tak.an to 90% power and a large
, fuel element failure occurs, causing the reactor coolant
radiation monitoring instrumentation to alarm. Wen a gg.
reactor coolant sample is taken, a rupture occurs in the Mg O sa=pling line which passes through the Auxiliary Building.

. _ - _.:-- O s{ - _- Ek - - - - - - - This rupture results in the release of radioactive coolant h into the Auxiliary Building.
The high te=perature water ~~~ flashes to steam, causing high levels of airborne gaseous and particulate activity with resultant high radiation levels.
-- Installed radiation nonitors alarm.
Atte= pts to isolate the leak by shutting the sanple line isolation valves fail.
(For drill purposes the two isolation valves fail to operate re-
== cotely). Due to the localized stear environ =ent, an elect-2~ trical fire starts in the valves control center.
