The standard Technical Specifications Section 6.8.2 states that "Each procedure and administrative policy of 6.8.1 above, and changes thereto,
shall be reviewed by the (FRG) and approved by the (Plant Superintendent)
prior to implementation and reviewed periodically as set forth in each document."
ANSI N18.7 Administrative controls for Nuclear Power Plants - December 20, 1972 states in Section 5.4, "To ensure that the procedures in current use provide the best possible instructions to the operators, systematic review is required.
Each procedure shall be reviewed prior to initial use and periodically thereaf ter.
The frequency of such reviews shall be specified."
The intent of the requirements stated above are to insure that safety-related procedures being utilized for the operation of a nuclear facility be reviewed for current applicability on a continuing basis by the establ'.shment of a systematic program that specifies the periodicity of review for all safety-related procedures.
Three Mile Island 1 Technical Specifications Section 6.8.2 states, "Each nuclear safety-related procedure and administrative policy of 6.8.1 above, and changes thereto, shall be reviewed by the Plant Operations Review Committee and approved by the Unit Superintendent prior to implementation and periodically as may be set forth in each document.
The licensee interprets the words"may' be"to permit him to either specify a review period or not specify one at his discretion.

_2-It is our opinion that a res'.ew period should be specified for all procedures covered by Section 6.8.1 of the Technical Specifications.
We recommend, therefore, that NRR be requested to change the Three Mile Island 1 Technical Specifications to conform with the Standard Technical Specifications in this regard.
