This refers to the meeting which was held at our request at the Region I, Regulatory Operations Office, Newark, New Jersey, on November 9,1972. This meeting, which related to construction and testing activities for Three Mile Island Unit 1 and 2 Nuclear Power Station (Docket Nos. 50-289 and 50-320), was attented by Mr. O'Reilly and Mr. Houard of this office, and by Mr. Kuhns of the General Public Utilities Corporation, and Mr. Chance, Chair-man, United Engineers and Constructors, and other members of the respective company's staffs.

The matters discussed at this meeting related to your quality assur-ance program and the it.portance of assuring that this program keeps pace with increased activities associated with construction and pre-operational testing. In addition, we discussed our inspection program and our increasing emphasis on quality assurance during all phases of licensed activities, including operations.

It is cur view that these discussions were hel'pful, and that our un-derstanding of your plans and systems has been enhanced.

Further-more, we believe that the discussions relating to the details of our inspection program should prove to be mutually beneficial to our or-ganizations.

In accordance with Section 2.790 of the AEC's " Rules of Practice",

Part 2, Title 10, Code of Federal Regulations, a copy of this letter and the enclosed inspection report will be placed in the AEC's Public Document Roon.

If this report contains any information that you (or your contractors) believe to be proprietary, it is necessary that you make a written application within 20 days to this office to withhold such information from public disclosure. Any such application uust include a full statement of the reasons on the basis of which it is claimed that the information is proprietary, and should be prepared 1505 102 p oo007 H
