Several items of concern remained outstanding including the marking of Unit 2 snubbers and a review. of the snubber service life progra The following snubbers, located in the Unit 2 safeguards area, were inspected to determine if they were marked with unique
- identification numbers as required by Mechanical Maintenance Procedure MMP-C-HSS-171, Snubber Marking Procedure:
02-SHP-HSS-51, 02-SHP-HSS-36A, 02-SHP-HSS-36B, 02-SHP-HSS-20, 02-SHP-HSS-19, 02-SHP-HSS-18, 02-SHP-HSS-17, 02-SHP-HSS-16, 02-SHP-HSS-15, 02-WFPD-HSS-18, 02-WFPD-HSS-17, and 02-WFPD-HSS-1 In addition to the verification of unique identification numbers, a visual inspection was performed on the above listed snubbers to verify that the snubbers were not damaged, the attachment to the supporting structure arid piping was secure, that the fluid level in the hydraulic snubber reservoirs was higher than target levels, and that leakage of the fluid was not occurrin The inspector reviewed Administrative Procedure ADM 89.14 (Snubber Testing and Surveillance),
Corrective Maintenance Procedure MMP-C-HSS-024 (Corrective Maintenance Procedure for Grinnell Hydraulic Suppressors Dual Bleed Orifice), Periodic Test Procedure PT 3 ( Snubber Survei 11 ance Program Update), and the comp uteri zed service life records to en sure that the snubber service life program was adequately addresse Violation Item 280,281/84-11-01 is close (Closed) Unresolved Items (URI) 280,281/84-11-03, Snubber Maintenance Program Adequac Based on Inspection Report Nos. 50-280/85-10, 50-281/85-10 and this inspection concerning snubber maintenance and service life monitoring program (see paragraph 3.a. above), the inspector considers URI 280,281/84-11-03 close.

Fuel Transfer Canal Blind Flange Replacement (92706)
The inspector reviewed Design Change 83-09, Fuel Transfer Canal Blind Flange Replacement, for Units 1 and The purpose of this change was to replace the blind flange with one that is easier to remove, install and test in order to conserve man-rem and tim The design change packages were reviewed with particular interest in the area of testing a new weld required by the modification. The inspector considered the testing performed for the weld to be adequate whjch included the following: Unit 1 weld was tested by pressurizing the weld area to 60 psig with air pressure and verifying there was no leakag Unit 2 weld was tested by a static head test from the fuel pool and a satisfactory completion of the containment Type 11A 11 test.

3 Startup Testing - Refueling Results Evaluation (72301 and 72700)
The inspector reviewed the test results for Units 1 and 2 Cycle 8 Startup Physics Testing 1-PT-28.11 and 2-PT-28.J The results of Unit 2 testing were reviewed only up through the 75% power level, as 75% - 100% testing was not completed during this inspectio The test results were evaluated to ensure their technical and administrative adequacy in the following areas: That all test procedure changes were approved in accordance with the licensee's administrative controls, annotated to identify the change, and verified not to change the basic objectives of the tes Verified that each deficiency had been resolved, properly documented, and accepted by appropriate personne Verified that data sh~ets had been completed and were within acceptance tolerance Verified that the cognizant engineering function eva 1 uated the test results, and signified that the testing demonstrated that design requirements were me Within the areas examined, no violations or deviations were identifie.
