Containment Leak Rate Testing - Type Band C (61720) Unit 2 The inspector reviewed the qua 1 i ty assurance records and observed work activities for the Types Band C Leak Rate Testing to determine whether the tests were in conformance with regulatory requirements and industry standard Type B Leak Rate Testing The inspector reviewed the data associated with electrical penetrations which exhibited a pressure increase during the 1983 Type A tes No maintenance was performed on the subject penetrations prior to the current Type B tes The results tabulated below indicate no deterioration of the containment boundar TYPE B TEST RESULTS SCFH Penetration 1985 1983 Al

0 FB 4. 25x10-4 4.89x10-4 Type C Leak Rate Testing The inspector witnessed testing, examined the test apparatus and reviewed test results, test procedures and the as found/as left leakage for the Type C testing in progres For the testing witnessed, the inspector noted that it conformed to the current revision of the test procedure, (including field changes) and appeared to be consistent with the requirements with 10 CFR 50, Appendix The Type C test results were incomplete and will be reviewed in conjunction with the Type A test result Type C Leak Test Procedures (Closed) Inspector Followup Item 50-281/85-11-03:

Evaluation of downstream test method for Type C testing. The licensee has conducted a review of the use of the downstream test method for Type C testing with the following conclusions: The makeup method will be used in lieu of the downstream method, where practical, for all future Type C Test.

For cases where the valve configuration require the use of the downstream method, it will be used in conjunction with the makeup metho.

The revised procedure for both units will be implemented by 12-31-8.

The current Unit 2 tests are being conducted, where applicable, with the makeup metho Procedure deviations are being issued prior to performing particular test segments with the downstream metho This closes Inspector Followup Item 50-281/85-11-0.

Containment Leak Rate Testing - Type A (61719)

(Closed) Inspector Followup Item 50-281/85-11-02:

Review of venting and draining of penetrations 47, 56A, 568, 560, 89, 103 and 10 The licensee has conducted a review of the venting and draining of the listed penetra-tions, during the Type A test, with the following conclusions: The licensee has revised PT16.3 for Unit 2 to vent and drain penetra-tions 47, 56A, 56B, 560, 89, 103 and 104 as required by 10 CFR 50, Appendix The licensee has reviewed the 1983 Unit 1 test for similar problem The results were that only penetration 47 was not vented and draine The 1983 Type C leakage was O SCFH for penetration 47; therefore, no additional leakage penalty was added to the Type A test results. The addition of penetration 47 had no effect on the overall leakage for the Unit 1 1983 tes This closes Inspector Followup Item 50-281/85-11-02.
