NRC INSPECTION REPORT 50-275/96-08; 50-323/96-08
Dear Mr. Rueger:
On June 3-7, 1996, the NRC completed two inspections at your Diablo Canyon Nuclear Power Plant, Units 1 and 2, reactor facilities.
One inspection focused on solid radioactive waste management and radioactive material/waste transportation activities.
The other inspection reviewed the water chemistry and radiochemistry programs.
The enclosed report presents the scope and results of those inspections.
In general.
our inspections found that all programs reviewed were properly implemented and satisfactorily performed.
Minor concerns were identified in the areas of radioactive waste container storage, quality assurance overview of radioactive material transportation activities, hazmat employee training, and chemistry control for source term reduction during Refueling Outage 1R7.
During the inspections, a concern was identified regarding the lack of a quality assurance, programmatic review of transportation activities during the most recent audit of solid radioactive waste management activities.
In your response to NRC Bulletin 79-19, dated December 6,
1979, you committed to the implementation of a management-controlled audit function of all transfer, packaging, and transport activities.
During the exit meeting conducted on June 7,
1996, Mr. Bill Crockett.
Nuclear Qual,ity Services Manager, committed that a programmatic review of transportation activities would be included in the 1996 quality. assurance audit of solid radioactive waste management activities.
Please confirm within 30 days of the date of this letter that our
=understanding of this commitment is correct.
In accordance with 10 CFR 2.790 of the,NRC's
"Rules of Practice,"
a copy of this letter and its enclosures will be placed in the NRC Public Document Room (PDR).
