50-323/96-03 This refers to the inspection conducted by Messrs.
P.
Gage and W. McNeill of this office on February 26 through March 1.
and April 8-12, 1996. at the Diablo Canyon Nuclear Power Plant.
Units 1 and

The purpose of the inspection was to determine whether activities authorized by the license were conducted safely and in accordance with NRC requirements.
At the conclusion of the inspection.
the findings were discussed with you and those members of your staff identified in the enclosed report.
Areas examined during the inspection are identified in the report.
Within these areas.
the inspection consisted of selective examinations of procedures and representative records'nterviews with personnel, and observation of activities in progress.
The purpose of this inspection was to determine the effectiveness of your self assessment of the engineering and corrective action programs.
Your self assessment concluded that you had implemented effective engineering and corrective action programs.
Our independent inspection of your self-assessment process confirmed this conclusion.
We were particularly impressed by the self-critical findings of your team which shoi'.d contribute to improved engineering performance.
Therefore.
in accordance with NRC Inspection Procedure 40501.
"Licensee Self Assessments Related to Team Inspections'
" the NRC plans no further inspection effort at the Diablo Canyon Nuclear Power Plant for NRC Inspection Procedure 37550 during the current Systematic Assessment of Licensee Performance Cycle.
In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice,"
a copy of this letter and its enclosures will be placed in the NRC Public Document Room.
