~Ni fli The meeting began at approximately 9:30 a.m. in the Region V conference room.
Messrs.
Tresler and Anderson started by presenting a set of slides (attached)
to discuss the licensee's configuration management program (CMP).
Mr. Crews indicated that there was to be a regulatory conference, April 18-20, 1989,. related
.to engineeriag work, which could be useful to the licensee.
Further, Mr. Crews outlined three points that have been of emphasis in this area:
1.
Improved quality of engineering work; 2.
Thorough, documented understanding of design basis; and 3.
Pro-active engineering involvement in the plant operations.
Messrs.
Anderson and Tresler indicated that these points are being addressed not only in the nuclear industry but also in the utility industry as a whole.
Mr. Crews then asked how the licensee planned to address these issues.
Mr. Tresler indicated that assuring a proper relationship between the plant and engineering organizations was a primary concern and to assure a
sound relationship required that engineering resolve plant problems in a timely, comprehensive manner.
Mr. Crews indicated that from current inspection findings the plant/engineering relationship required improvement.
Mr. Tresler indicated that personnel changes of engineering management into the plant engineering organization and the rotation of plant systems engineers and design engineers was serving to improve the understanding and relytionship between the plant and the engineering organizations.
Mr. Tresler then indicated that the design basis documents (DBDs) are established with the plant users in mind; that there were quarterly checkoffs between the system and design engineers that included system walkdowns; and that to date the feedback on the DBDs had been goo Nr. Nendonca indicated that the recent problems with the auxiliary saltwater system (ASW) and component cooling water system (CCW) were not indicative of well managed engineering and plant efforts.
Mr. Tresler responded that the problems came up in 1983 and that an evaluation was being made to address the issues and root causes of the problems.
Nr. Mendonca questioned the verification requirements for CNP, and Nr.
Tresler indicated that the effort was a multi-disciplined effort that followed the INPO guidelines.
The discussions then centered on the slides (attached as previously stated).
Mr. Richards indicated that the li'censee's presentation indicated a great deal of confidence that the design engineers understood and could retrieve the design bases, which was affirmed by Messrs.
Tresler and Anderson.
Mr. Crews requested that the licensee provide a description of their progress and a schedule to implement CMP to completion of the DBDs.
Nr.
Tresler indicated that he would provide this by letter to Region Y in about three weeks.
