Prep erational Test Pro ram The inspector examined twelve Unit 1 preoperational test procedu} e packages that have been turned over from the construction organi-zation to the operating organization.

The packages were found to contain the proper documentation of test results review and approval, and resolution of test deficiencies and problems which occurred during the testing phase.

The test results reviewed were as follows:

IE Bulletin Circular Followu The information contained in IE Circular Nos.

78-15 and 78-16 was discussed with licensee representatives.

The information provided in the licensee's response to IE Bulletin No'8-06 was verified by the inspector.

Distribution and responsibility for resolution of applicable bulletins and eirculars was discussed with 'licensee representatives at the site and at the corporate office, Circular 78-15 - Checkvalves Fail to Close in Yertical Position:

The inspector verified that, the onsite review committee had evaluated this circular and determined that checkvalve installation at Diablo Units.

1 and 2 was.satisfactory.

Circular 78-16 - Limitorque Yalve Actuators:

The inspector determined that the. Operations Supervisor has been assigned the responsibility to write an Administrative Procedure to address the concern of the circular.

Bulletin 78-06 - Defective Cutler-hammer, Type H Relays With D.C.

Coils:

The inspector determined the installation of replacement relays was partially complete.

4.

Plant Tour The inspector toured the facility and made the following obser-vations:

a.

Unit 1 reactor coolant system was at operating temperature and pressure.

b.

System verification tests of the Unit 1 main steam atmospheric

- relief valves were in progress.

c.

Steam driven auxiliaiy feed pump tests for Unit 1 were in progress.

d.

Construction work associated with the Hosgri seismic modifi-cation, seismic

'scram and security system were in progres e.

Unit 2 systems and components were in a layup status con-sistent with their construction and testing status.

f.

Housekeeping and cleanliness in both Units 1 and 2 appeared consistent with construction activities and applicable fire and safety requirements.

Ho items of noncompliance or deviations were identified.

5.

Exit Interview The inspector met with licensee representatives

{denoted in Para-graph 1) on March 9, 1979 at the site and on March 15, 1979 at the corporate offices..
