reactivity manipulations and plant evolutions shall be conducted either at the nuclear plant or at a simulator; each licensed individual shall.participate in a structured training using a simulator on an annual basis, involving at least 20 hours2.314815e-4 days <br />0.00556 hours <br />3.306878e-5 weeks <br />7.61e-6 months <br /> of direct interaction with the simulator; abnormal/emergency plant evolution5shall be either performed at a nuclear plant simulator or conducted during actual plant operations; and, simulator training participation records shall be maintained in an auditable fashio The inspector reviewed the status of planning for the Fall, 1981, simulator training with the training staff. Craft and T~chni~ian Trainirig The tnspector reviewed the status of training programs* for craftsmen and techntcians with instructors and.supervisors responsible for the trainin Interviews were conducted with selected individuals at* varying levels of traini'ng and qualification for: maintenance craftsmen,.chemistry technicians and instrumen~ation and control technicians~* The programs and the inspection findings are summari*zed in the paragraphs which follo Maintenance Craftsmen The programs continue to be a combiriation of classroom study offsite and practical work at the generating station* leading to eventual qualification as a craftsman electrician, machinist or boiler repairma The inspector reviewed records and interviewed *two-individuals in this job category to verify that training was provided commensurate wit job classificatio Chemistry Technicians The training program for chemistry technicians is presently undergoing rev1s10 In the past, apprentices.and technical assistants were trained in classroom work along with Instrument and Control (I&C)

personnel, then qualified as chemistry technicians through a combination of i ndi vi dual and sma 11 group instruction by a contractor and on-the-job training, using a procedure and task-oriented qualification car The inspector reviewed a draft of Training Procedure 41, Chemistry Technician Course Outline, Revision 0, dated May 22, 1981 which outlines a 29-week academic and laboratory training progra This program had been prepared by the Training Department and submitted for Salem Station acceptance at the time of this inspectio It is i~tended to provide a major upgrade in technician training with a class tentatively scheduled to begin in November 1~81. The completion of devel6pment and issuance of training procedures setUng forth the training program for chemistry technicians will be reviewed in a subsequent inspection (272/81-19-01).

Records were reviewed and interviews were conducted with two individuals in the Chemistry Group to verify that training commensurate with job classification has been provide I&C Technicians The formal training programs leading to the* I&C Technician designation were recently reviewed and revise The inspector discussed the following training programs with training *and supervisor p~~sonnel:

One aspect of training recordkeepirig was noted to be incomplet Chronological records of training and completed resumes were missing from several I&C Helper files; a licensee contractor maintaining the files was aware of the missing tnformati'on and was in process of obtaining the information needed to complete the records~ The completion of tra.ining rec:ords for I&C helpers will be followed up tn a subsequent inspection (272/81-19-02).

Qualifications of Reactor Operators, dated March 28, 198 Salem Generating Station Training Procedure No. 10, NRC Licensed Operator Requalification Program, Revision 3, approved July 1, 198 Program Review The inspector reviewed the licensee's program with regard to the requirements set forth in the accepted Operator Requalification Program and verified that, as currently established, the program includes the following:

an established, planned, continuing lecture schedule appropriate to deficient areas identified by the most *recent annual exams; content includes instruction in heat transfer, fluid flow, thermodynamics and mitigation of accidents involving a degraded core; lesson plans or appropriate training materials describe the scope and depth of selected lectures;

accelerated requalification standards of less than 70% in ahy section and l~ss than 80% overall; Documentation of personnel attendance; reactivity control manipulatfons on the plant or at a simulator as specified in Ref. l; discussions/reviews of changes in facili.ty design, procedures, and facility license; and, review of abnormal/emergency procedures. *

  • Record Review The inspector selected and reviewed the records of several licensed operators to verify that each contained the following documentation:

completed course and yearly examinations with answers; manipulation of controls for reactivity changes required by the program; records of simulator training for Fall, 198 The inspector was informed that the requalification program, which was suspended with approval of Operator Licensing Branch in the Fall of 1979 so that licensed personnel could prepare for NRC licensing examinations for Salem Unit 2, was reinstituted in January 198 Records of training attendance and the following lesson plans were reviewe Mi-ti-gating Core Damage: Radiation Monitoring System Response, lesson plan dated 1/ll/80, Revision O; Mitigating Core Damage: Alternate Methods of Measu~ing Vital Plant Parameters, lesson plan dat~d 11/25/80, Revision O; and Operating Experience:. St. Lucie Event of 6/ll/80, lesson plan dated 1/20/8 The inspector audited a class in progress on heat transfer and thermo-dynamits fundamental The following was discussed with the training

staff: plans for accelerated requalification training for those licensed operators who* did not attain satisfactory test results to date, the Fall 1981 ~imulator training, and the completion of the present Unit 1 and Unit 2 requalificatfon cycle by April 198 The inspector reviewed a. controlled reading system ini"tiated on March 1, 1981 for the Operations Group which routes and tracks material considered to be required reading by the Operating Enginee The OMT system includes Ucensee Event Reports (LER's) for Salem, selected LER's and incident reports froin either facilities, and related items of interes The reading material is routed in parallel to the Control Room Area, staff licensed operators and the Training Center.
