Vermont Yankee's position on unresolved item 271/79-17-05 is as follows:
Kesponse:
Our position on this item constitutes a reiteration of what has already been established in our Yankee Operational Quality Assurance Program.
This Program has been designated as the YOQAP-1-A; has been accepted by the USNRC Quality Assurance Branch, Division of Project Management; and has been approved by the USNRC Office of Inspection and Enforcement.
This Program has been in effect since August 15, 1977 Our position as stated in YOQAP-1-A in 1977, remains the same, and is reiterated as follows:
"The plant Technical Specifications shall be the governing document when determining requirements to be imposed in all areas which are addressed in both Technical Specificr.tions and the above noted Guides and Standards."
The referenced Guides and Standards rre those listed in Section II of YOQAP-1-A.
