SUBJECT:

ANNUAL ASSESSMENT LETTER FOR VERMONT YANKEE NUCLEAR POWER STATION (REPORT 05000271/2014001)

Dear Mr. Wamser:

On February 11, 2015, the U. S. Nuclear Regulatory Commission (NRC) completed its end-of-cycle performance review of Vermont Yankee Nuclear Power Station (VY). The NRC reviewed the most recent quarterly performance indicators in addition to inspection results and enforcement actions from January 1, 2014 through January 24, 2015. On January 24, 2015, the NRC completed its final inspection under the Operating Reactor Assessment Program at VY.

This letter informs you of the NRCs assessment of your facility during the periods of 2014 and 2015 through the completion of the Operating Reactor Assessment Program on January 24, 2015.

On January 12, 2015, VY certified the permanent removal of fuel from the reactor vessel (Agencywide Documents Access and Management System (ADAMS) Accession No.

ML15013A426). On January 20, 2015, the NRC notified VY that the Operating Reactor Assessment Program would cease on January 24, 2015, and that implementation of the Decommissioning Power Reactor Inspection Program would begin on January 25, 2015 (ADAMS Accession No. ML15020A482).

The NRC determined that overall, VY operated in a manner that preserved public health and safety and met all cornerstone objectives. The NRC determined the performance at VY during the most recent quarter was within the Licensee Response Column of the NRCs Reactor Oversight Process Action Matrix because all inspection findings had very low (i.e., Green) safety significance, and all performance indicators indicated that your performance was within the nominal, expected range (i.e., Green).

In accordance with Title 10 of the Code of Federal Regulations, Part 2.390 of the NRCs Rules of Practice, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records component of NRC's document system (ADAMS). ADAMS is accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room).

Please contact me at (610) 337-5150 with any questions you have regarding this letter.

Sincerely,

/RA/
