Inspection'on June (18-22, 1990 (Reports No. 50-266/90013(DRSS);

No. 50-301/90013(DRSS)-

- Areas inspected:

Routine unannounced physical security inspection involving:

. Management Support, Testing Maintenance and Compensatory Measures; Training

- and Qualif.ications; and Review of Licensee Actions on Previous Inspection Findings. 'In addition, the following specific areas were reviewed: Security.

-Plan and Implementing Procedures and-Records and Reports.

Results: 'Of the~ areas inspected, two violations were identified (Paragraph l

.6.a and Pargraph 6.b). The security significance of the two violations was

' considered major since there were two other recent licensee security event

. reports (SER 90-S01-001 and SER 89-S06-00) that were caused by alarm station operator error. Corrective actions taken or planned should be effective in a

preventing further-problems in this area. The open item concerning the T

Lexcessive. use of compensatory measures for a failed alarm zone was closed.

Strengths observed in the licensee's-security program included the following:

' Licensee management has demonstrated their support for the security

. program by the recent purchase of new x-ray and explosive detectors which wiil-enhance the search process.

The licensee is committed-to a long-term espital improvement program-which will upgrade existing lighting, asser.sment aids, and an alarm station.

'

A finding was noted regarding the negative ef'ect on guard force morale-due to a high turnover rate of new security cfficers. The licensee is reviewing potential factors affecting turnover and is seeking to lower the current rate.

-Another finding was observed regarding the current design and layout of an alarm station. This issue will be addressed under the licensee's ongoing security-system upgrade program.
