Meeting Summary At the request of NRC Region II, representatives of TVA met on February 11, 1981 with Region II personnel at the Region II Office in Atlanta, GA.
The purpose of this meeting was for NRC to emphasize the seriousness of the deficiencies in the Browns Ferry fire protection/prevention program and to advise TVA that escalated enforcement action was being considered.
The NRC summarized the findings of the January 6-9 and 20-23, 1981 inspection of Browns Ferry and the Confirmation of Action letter from NRC Region II to TVA dated February 4, 1981.
These inspection findings are discussed in IE Report Nos. 50-259/81-01, 50-260/81-01 and 50-296/81-0 The following items as listed in the February 4 Confirmation of Action letter were discussed:

Intake Pumping Structure TVA stated that failure to provide automatic sprinkler protection in the Intake Pumping Structure as required by the Operati.ng License was an oversight.
The required system is scheduled to be installed by May 1, 1981, and will meet the provisions of NRC's Branch Technical
'osition 9.5. 1 Appendix A, Fire Protection Program, (i.e., the system will meet the criteria of National Fire Protection Association Standard No.
13, Sprinkler Systems).
TVA will maintain a continuous fire watch within the intake structure until the required sprinkler system is installed and operational.

Fire Drills Fire drills were not conducted at the required frequency during 1980.
TVA stated that all fire brigade members who have not attended a drill within the past six months will participate in at least one drill by March 5, 1981.
Also, the existing fire brigade training program will be revised to meet the provisions of 10 CFR 50 Appendix R criteria by March 5, 1981.
All future fire brigade drill critique reports will be reviewed by management to assure adequate drills are conducted quar-terly.

Fire Doors All inoperative fire doors have been repaired.
An inspection was made by TVA of all fire doors installed within. the plant.
TVA's inspection, which was.completed on February 2,
1981, found a number of doors which.
required some minor maintenance but no doors were reportedly found that
-.would render the doors nonfunctional..
=-Necessary repairs are in pro-cess.
A maintenance procedure is being prepared which will require all fire rated doors to be inspected semi-annually.

Louvered Fire Doors TVA's investigation indicated that the battery room fire doors are provided with concealed fire dampers which meet the previous commitment to the NRC.
This item will be evaluated during a future NRC inspec-tion.
TVA stated that with the exception of 2 doors in the control bay, all fire door modifications previously committed to have been completed.
The remaining two doors are to be modified to meet the commitments'.
Fire Protection Commitments Approximately 300'ommitments have been made to 'the NRC by TVA since 1976.,All of these items have. been verified 'to have been completed by
.one of TVA's QA/gC.organizations, except four items.
These i,tems are
currently under review by a
gA group.
A list of commitements and Technical Specification requirements for Browns Ferry is currently being prepared to help assure that all existing and future commitments will be accomplished as required.
The interchange of views on the above topics was deemed fruitful and bene-ficial.
